Senior Transportation Program Manager
CSRS is seeking an experienced Senior Transportation Program Manager to join our Team. The PM will need to be available to report to a CSRS office in Baton Rouge, Louisiana. The PM will focus on the management of multiple roadway design projects related to transportation infrastructure.
This position requires strong leadership, technical expertise, and the ability to manage projects from inception to completion while ensuring quality, adhering to guidelines and policies, timeliness, and budget.
Essential Duties and Responsibilities
- Develop and implement program management plans, strategies, and schedules to ensure successful program delivery.
- Monitor program performance, including scope, budget, and timelines, making the necessary adjustments to maintain alignment with project objectives.
- Provide leadership and direction to project teams, including engineers, planners, contractors, and other stakeholders.
- Supervise and guide project managers, engineers, technicians, and other team members.
- Leads design of transportation roadway projects including coordination with traffic, bridge design, transportation planning, and environmental.
- Prepares and reviews preliminary and final plans and technical specifications, contract documents and estimates, and make recommendations for additions, deletions and substitutions when modifications are necessary.
- Review and approve project designs, specifications, and cost estimates.
- Review and leads in the development of the preparation of engineering reports, plans and specifications for major and minor projects.
- Ensure that all projects comply with local, state, and federal regulations and standards.
- Act as primary liaison between clients, government agencies, contractors, and internal teams.
- Facilitate effective communication among stakeholders and resolve conflicts as needed.
- Represent the organization at meetings, presentations, and public forums.
- Identify program risks and develop mitigation strategies to address them proactively.
- Prepare and manage program budgets, ensuring cost efficiency and financial accountability.
- Approve contractor payments, change orders, and invoices.
- Promote a collaborative, high-performance culture within the program team.
- Responsible for providing technical insight, decision making, and team direction.
- Review and facilitate proposals.
- Exercises substantial initiative and judgment in work methods and in interpreting goals.
- Possesses knowledge of the practical application of engineering principles, practices and techniques, including AASHTO guidelines.
- Skill in Microsoft Office applications, particularly Word, Excel, and PowerPoint.
- Ability to demonstrate strong attention to detail.
- Ability to demonstrate strong organizational and time management skills.
- Other duties as assigned.
Minimum Qualifications
- A minimum of 10 years of experience in managing transportation and roadway projects.
- Demonstrated ability to manage multiple complex projects simultaneously.
- In-depth knowledge of transportation planning, roadway design, and construction processes.
- Excellent leadership, organizational, and decision-making skills.
- Proven ability to collaborate with diverse stakeholders and manage competing priorities.
- Ability to use program management tools and software.
- Bachelor’s degree in civil engineering, Transportation Engineering, or a related field.
- Licensed Professional Engineer (P.E) in the state of Louisiana or Texas.
Preferred Qualifications
- Master’s degree in a relevant field or additional certifications such as PMP or CCM.
Relocation:
- Relocation to Baton Rouge, LA is preferred but relocation assistance will be considered for qualified candidates from outside of the state.
