Job Description
The Project Manager (PM) is responsible for managing the entirety of the sub-grantee’s planning, procurement, design, construction, supplemental services, and project closeout processes for recovery repair and replacement horizonal projects. The PM performs a broad range of tasks with the focus of keeping engineering related projects, such as drainage improvements, pump station new builds, waste water projects, boat launch development, and road improvement project, on schedule and on budget. The PM produces accurate and timely reports on project development and execution for all relevant parties. The PM serves as the sub-grantee’s representative, working on behalf of the sub-grantee, coordinating all parties to ensure the successful completion of recovery projects. Assuming the projects assigned to the PM are funded through the HUD Community Development Block Grant – Disaster Recovery (CDBG-DR) Program or other federally funded programs, the PM will tracks HUD eligible expenses throughout the life of the project. The PM provides detailed and timely reports on progress and status of the project, provides expert advice and assistance on complex project execution issues, coordinate their resolution, and perform other assignments as required.

Minimum Qualifications
Education:
- Bachelor of Science or higher in Civil Engineering from an accredited university
- Must be registered as a Professional Engineer (PE)
- 7-10 years, or more, of progressive experience in the practice of civil engineering and project management, including ability to organize and supervise the work of other engineers, designers, and subconsultants.
- Proven experience in working with a variety of public and/or private projects in one or more of the following areas: land development, water resources, transportation.
- Knowledge of local, state, and federal permitting requirements.
- Reviews and approves procurement packages for design and supplemental professional services and ensures the procurements departments has all required documentation.
- Facilitates pre-bid meetings
- Attends bid openings
- Reviews Architecture/Engineering (A/E) bid tabulations, and coordinates the resolution of any issues
- Reviews all A/E consultant payment applications for acceptability.
- Reviews and revises the deign scopes
- Works with the sub-grantee to review scope of work changes
- Assists the sub-grantee in the evaluation of scope changes
- Coordinates with the A/E during document preparation
- Reviews and assists in cost estimates
- Reviews preliminary and final plans and specifications, coordinating any needed revisions
- Makes routine site visits with the A/E and contractor to evaluate progress, performance, and compliance
- Maintains project schedules, including all program and project milestones
- Evaluates change order proposals (scope of work and costs) for changes or additions during the life of the project, reviewing for scope and cost reasonableness
- Manages project funding resources through the sub-grantee’s internal finance processes
- Coordinates with grants managers frequently to ensure funding and programmatic compliance
- Assists the sub-grantee in the review of the A/E, Schedule of Values, and proposed construction schedules
- Reviews and approves/rejects contractor invoices
- Prepares and maintains detailed project files, which are accessible to all necessary stakeholders
- Provide detailed reporting to the sub-grantee and the grant manager
- Coordinates all documents through sub-grantee’s documents control system ensuring complete files
- Participates in the review and approval of Final Inspections of completed work
- Assists in project closeout preparations
- Reviews final as-built records produced by the A/E for compliance and filing
- Coordinates with all necessary third-party agencies (such as DOTD, USACE, utilities, etc.)
- Ability to function in a matrix-style organization with a strong teamwork and client-centric culture.
- Ability to motivate staff and promote teamwork within and across offices.
- Demonstrated experience in managing multiple projects with changing priorities.
- Ability to prepare and manage project plans, budgets, and schedules from project kick-off through close-out.
- Ability to wade through complex information, identify what matters, make sound decisions, solve problems, and communicate clearly and collaboratively in a high-stakes environment.
- Strong organizational, coordination, management, and leadership skills.
- Strong time management and interpersonal skills, with a sharp attention to detail, accuracy, and quality, even on time-sensitive projects.

- Ability to become proficient in CSRS engineering and/or project management practices, processes, and CSRS-specific digital platforms.
- Ability to travel regularly to proposed and active project sites.
- Valid driver’s license with acceptable driving history is required.
- Extensive knowledge of one or many of the following: land planning, site design, site grading, earthwork balance, drainage, sanitary collection and water distribution, drainage, stormwater management, erosion control, roadway, and utility design concepts, permitting, specifications, and cost estimating.
- Strong experience in the preparation of construction plans and supporting calculations.
