Field Chemist, Hazardous Waste Management Program

Responsibilities:

  • Engages in and supports the collection, management, disposal of chemical waste and provides supporting documentation.
  • Promotes culture of safety by ensuring site personnel are properly trained to perform assigned duties and comply with safety, environmental, federal, state & local regulations.
  • Responsible for technical quality, contract cost control, personnel management, directing and approving technical work and adherence to contracted project schedules and the site Health and Safety Plan (HASP).
  • Serves as a primary user of the client's proprietary on-line waste management system ensuring that the client has the information necessary to adequately track hazardous waste disposal, recyclable materials management and produce reviews and summary reports identifying which types and quantities of waste are generated. Training will be provided.
  • Establishes and maintains a working relationship with subcontracted waste disposal firm(s).
  • In accordance with the Project Work Scope (PWS), coordinates logistics for transportation of hazardous and nonregulated waste from client sites.
  • Assists with physically preparing and loading waste for transportation.
  • Responsible for packaging of used or expired laboratory chemicals for off-site disposal in accordance with applicable parts of 40 and 49 CFR and subcontractor TSDF acceptance criteria.
  • Bulking of liquid wastes for off-site disposal in accordance with the subcontractor's TSDF acceptance criteria and site HASP.
  • Conducts and documents formal inspections of spill control centers, satellite accumulation areas and Universal Waste accumulation areas.
  • Provides post-inspection reports with suggestions to resolve environmental compliance issues to the Contracting Officer Representative.
  • Provides input to and assists in maintaining databases for cradle to grave waste tracking.
  • Provides technical and regulatory support in the development and maintenance of the client's Hazardous Waste Management Plan and Environmental Management System (EMS).
  • Prepares annual and biennial state and federal waste generation reports.
  • Develops and maintains technical content for client's on-line training courses on the following subject matter: overview of hazardous waste management, use of client waste submittal software application, Universal Waste management, chemical spill response and chemical segregation and storage.
  • Provides live instruction of course materials as requested by the client.
  • Provides direct technical assistance to the COR with the identification and characterization of nonregulated and hazardous chemical wastes, identification of best demonstrated disposal methods for all wastes and waste minimization opportunities.

Qualifications:

  • 4-year degree (Bachelor's Degree) in environmental science or a related field (e.g., environmental resource management, chemistry, biology) from an accredited college or university
  • 6 -10 years of experience as a Project Manager providing oversight to small and large quantity hazardous waste generators or hazardous waste contracts in a laboratory research setting
  • 6 years' experience with the properties and hazards of chemicals used in client research laboratories, TSDF operations, lab-packing and bulking operations, waste characterization/profiling; manifest/LDR preparation; unknown chemical identification; high hazard chemical recognition and proper chemical storage and segregation
  • Experience as a supervisor, project manager, mid-level manager, or similar of technical individuals and programmatic organizations specializing in the implementation of U.S. Environmental Protection Agency, Department of Transportation and OSHA regulations
  • Demonstrated working knowledge of 40 and 49 CFR, 40 CFR Parts 260 through 264, 268, 273, 302, 370 and 49 CFR Parts 171 through 173, 177 and 178
  • Experience in developing hazardous waste management plans, environmental management systems and chemical emergency response
  • Demonstrated experience and oversight coordinating the cradle to grave management and disposition of non-hazardous, hazardous, and chemical wastes
  • Prior experience developing site-specific training content, manuals or fact sheets and providing live instruction to large groups or one on one situations
  • 40-Hour HAZWOPER certification with annual 8-hour recertification
  • Annual RCRA recertification
  • DOT Hazardous Materials Certification with recurrent certification
  • First Aid/CPR certification with recurrent certification
  • Exceptional attention to detail and meticulous organizational skills
  • Excellent written and oral communication skills
  • Working knowledge of organic and inorganic chemistry
