Position Summary
The Clean Air & Safe Drinking Water Compliance Specialist will provide support to the US Army Garrison Hawaii (USAG-HI) Directorate of Public Works (DPW) Environmental Division (ED) Clean Air Act & Safe Drinking Water Act (CAA/SDWA) program. The position is located at Schofield Barracks, Oahu, Hawaii.
Required Job Qualifications
Job Duty Category Data Collection Duty/Responsibility
Conduct field work to collect water samples. Visual emissions readings, and dust monitoring samples to update plans, inventories and permits.
Percentage Of Time 25 Job Duty Category Project Management Duty/Responsibility
Gather data to update monitoring plans and emission source inventory. Gather data collected to prepare monitoring, permit, and water quality reports for submission to Hawaii Dept. of Health. Summarize monthly work tasks into monthly progress report.
Percentage Of Time 65 Job Duty Category Administration Duty/Responsibility
Submit leave requests/reports, track training/certification requirements.
Percentage Of Time 10

Position Summary
The Clean Air & Safe Drinking Water Compliance Specialist will provide support to the US Army Garrison Hawaii (USAG-HI) Directorate of Public Works (DPW) Environmental Division (ED) Clean Air Act & Safe Drinking Water Act (CAA/SDWA) program. The position is located at Schofield Barracks, Oahu, Hawaii.
Required Job Qualifications
- A BS or BA degree in environmental science, a physical science, public health, or a related field.
- Experience supporting environmental programs.
- Required at a minimum to complete a NACI/SF85 and successfully pass a federal background check to be eligible for employment by CSU.
- Must be legally authorized to work in the United States by proposed start date. CEMML will not provide visa sponsorship for this position.
- Must be able to comply with all applicable regulations to obtain a Department of Defense Common Access Card (CAC) and public trust clearance:
- In order to be eligible for a CAC, a non-U.S. nationals must have resided in the U.S. or U.S. territory for three or more consecutive years for the required Tier 1 HSPD-12 CAC credentialing background investigation. Additional CAC eligibility requirements can be found at: https://www.cac.mil
- Must be able to obtain and maintain Smoke School certification for opacity readings.
- Must be able to do fieldwork that may include bending and lifting at least 25 pounds.
- Must have a valid driver’s license or the ability to obtain a driver’s license by the employment start date.
- The successful candidate must be legally authorized to work in the United States by proposed start date. CEMML will not provide visa sponsorship for this position.
- Experience supporting industrial environmental compliance programs.
- Knowledge of and experience with the CAA and SDWA.
- Experience conducting data analysis and writing technical reports.
- Experience conducting air and/or water sampling.
- Experience with environmental public outreach. Experience working with personal computers and conventional software programs (word processors, spreadsheets, and databases).
- Experience working in highly structured organizations, such as governmental agencies, the military or corporations, with established lines of authority, procedures, and protocols
