CEMML is a research, education, and service unit within the Warner College of Natural Resources at CSU. CEMML applies the latest and most appropriate science to promote the sustainable management of natural and cultural resources on the Department of Defense (DoD) and other public lands. We provide technical support, conduct applied research, and offer career development and learning opportunities to support resource stewardship. We collaborate with our sponsors and other CSU departments to resolve complex environmental issues, leaving a legacy of science-based decisions that sustain our resources for future generations. Joint Base San Antonio (JBSA) is located in San Antonio, Texas, a vibrant city known for its rich cultural heritage and diverse attractions. The base is comprised of three primary locations: JBSA-Fort Sam Houston, JBSA-Lackland, and JBSA-Randolph, along with several other operating areas.
AFCEC is responsible for managing the Air Force compliance, restoration, sustainability and National Environmental Policy Act programs. Organized into five divisions: Operations, Compliance, Restoration, Technical Support, and Legislative and Regulatory Engagement, the directorate also provides environmental technical assistance and advice to Air Force installations, major commands, higher headquarters and interagency partners. JBSA supports a population of approximately 80,000 personnel and plays a crucial role in national defense while also managing a wide range of environmental and cultural resources. JBSA’s mission includes maintaining military readiness and protecting significant historical sites, buildings, and artifacts that are vital to national heritage.

Our program offers practical experience in pollution prevention, biological resource and contaminant monitoring and management, restoration, environmental compliance, carbon accounting, hazardous waste management, and resources planning. Ideal for students, recent graduates, and early-career professionals. You’ll have the opportunity to earn college credits (and money!), connect with mentors, and build a valuable professional network. You’ll learn about federal land management while gaining real-world experience to advance your career in environmental compliance. Guided by seasoned Environmental Compliance Specialists, you’ll take part in hands-on environmental management projects, developing practical skills and enhancing your professional growth.
Paid, temporary positions are available with CSU’s CEMML at military installations across the United States and at CSUs main campus. These positions include internships, mentorships, and early career opportunities through CEMML’s ECDP. No military affiliation is required to apply.

The Environmental Compliance Technician will support the Air Force Civil Engineer Center (AFCEC) in managing various environmental quality programs. This role involves a combination of administrative tasks, data analysis, and limited fieldwork to ensure compliance with environmental regulations and policies. Position will report to AFCEC offices on Joint Base San Antonio. Duties include document review, scanning, researching topics related to environmental quality programs, data analysis, developing reporting metrics, cultural resources archival work, and occasional day trips to installations.

The Environmental Compliance Technician will support the Air Force Civil Engineer Center (AFCEC) in managing various environmental quality programs. - Support AFCEC environmental quality programs, including air quality, water quality, tanks, training ranges, hazardous waste, pollution prevention (P2), hazardous materials (hazmat), Emergency Planning and Community Right-to-Know Act (EPCRA), and solid waste management.
- Conduct document review, scanning, and research on topics related to environmental quality programs.
- Analyze data and develop reporting metrics to assist program managers.
- Perform cultural resources archival work.
- Participate in occasional day trips to installations for on-site support.
- Manage multiple requests from various points of contact (POCs) and communicate effectively to clarify expectations, priorities, and deadlines.
- Handle interactions with multiple personalities and maintain a professional demeanor
- Compliance document preparation in support of regulations such as the National Environmental Policy Act (NEPA), Endangered Species Act (ESA), Clean Water Act (CWA), Resource Conservation and Recovery Act (RCRA), Sikes Act, and more.
- Resource condition assessments and project/action impact analysis
- Perform wetland delineations.
- Review and contribute to compliance renewal applications and permit packages.
- Conduct site inspections and monitor systems for compliance.
- Update and maintain management plans such as Integrated Natural or Cultural Resource Management Plans, Storm Water Pollution Prevention Plans, Storm Water Management Plans, and Hazardous Waste Management Plans.
- Develop Best Management Practices and Standard Operating Procedures.
- Performing carbon assessments and determining carbon sequestration potential of natural ecosystems.
Required Job Qualifications
- Must have an interest in pursuing a career in federal lands management.
- Must be physically capable of working independently in outdoor locations under varying weather conditions.
- Pursuing a B.S. in ecosystem science-, natural resources-, cultural resources-, or environmental policy-related field (at least a sophomore standing).
- Experience using Microsoft Office Suite.
- Must have a valid driver’s license for operating federal vehicles.
- Must be able to pass a federal background investigation to obtain a Department of Defense Installation Access Pass.
- Must have legal authorization to work in the U.S.; CEMML will not provide visa sponsorship for this position.

- Currently enrolled or holder of a Graduate Degree in environmental policy-, environmental compliance-, chemistry-toxicology-, natural resources-, or ecosystem environmental science-related fields.
- Familiar with basic principles related to regulations such as NEPA, ESA, CWA, and/or RCRA.
- Knowledge of resource types often considered in environmental impact analysis (e.g., air quality; water, geological, cultural, and biological resources; land use; noise, infrastructure; public health and safety; hazardous materials and wastes; socioeconomics; and environmental justice).
- Experience interpreting and concisely summarizing complex information into reports or compliance documents such as environmental assessments, biological assessments, management plans, best management practices, or similar multidisciplinary compliance documents.
- Experience performing environmental audits and inspections and writing technical inspection reports.
- Experience developing and presenting educational materials and presentations in support of environmental public outreach programs.
- Experience reviewing permits for compliance and determining appropriate enforcement actions, and/or preparing permit renewal packages.
