Position Summary:
Under limited direction from the Chief Human Resources Officer, the Payroll Technician performs a variety of technical payroll duties in the preparation and processing of Loker Student Union, and Associated Students payrolls to assure employees are paid in an accurate and timely manner; perform a variety of technical accounting duties in support of assigned Toro Auxiliary Partners, Loker Student Union, and Associated Students accounts, object codes, and functions; process and audit various transactions; maintain, balance, adjust and reconcile deductions to appropriate accounts; prepare, maintain and assure accuracy of various financial records, spreadsheets and reports. Position requires significant independent work and payroll and accounting experience.
Salary Range: $22.00 - $27.00 per hour (Starting salary commensurate with experience)

Essential Duties and Responsibilities:

Independently processes the full range of payroll functions for approximately 120 employees on a bi-weekly basis, in compliance with applicable Federal, State, and Local regulations and policies, and validating authorizations.

Coordinates the payroll process with other departments and sites for the purpose of delivering services in compliance with established guidelines.

Inform other staff and/or outside parties regarding procedural requirements for the purpose of processing transactions.

Processes employee salary changes and calculates retroactive payments in accordance with best practices.

Prepares a variety of payroll related documents (e.g. , retirement plan transfers, voluntary and involuntary contributions, W-2 controls, verification of employment and salary, etc.) for the purpose of documenting activities, providing written reference, and/or conveying information.

Maintains a wide variety of payroll information (e.g. garnishments, benefit deductions, retirement contributions, etc.) for the purpose of ensuring the availability of documentation and compliance with established policies and regulatory guidelines.

Reconciles payroll benefit deductions bi-weekly for the purpose of maintaining accurate account balances and ensure balances align with general ledger.

Prepares general ledger file and labor breakdown each pay period and submits to the accounting department in a timely manner to record labor in the financial system.

Research discrepancies of payroll information and/or documentation for the purpose of ensuring accuracy and adherence to procedures prior to processing. Resolves discrepancies with payroll and/or benefit information and/or documentation. Works collaboratively with the accounting department to provide support for payroll bank clearings.

Provides monthly reports to accounting department to record time-off accruals for all entities.

Assists auditors for the purpose of providing supporting documentation and/or information on internal processes that is required for audit.

Manages CalPERS employee benefit enrollments, changes, and amendments in the CalPERS systems.

Prepares earnings reconciliation on a bi-weekly basis for the purpose of remitting earnings report to CalPERS retirement in a timely manner. Reports earnings adjustments in CalPERS as required.

Compiles statistical and payroll data from a variety of sources (e.g. time sheets/payroll, salary adjustments, longevity pay, benefits, leave balances, tax deposits, etc.) for the purpose of providing summaries to other personnel, and/or ensuring compliance with established guidelines.

Reconciles carrier invoices with payroll and processes payment.

Research outstanding payroll checks and assist with the escheatment process.

Manages TAP Retiree monthly benefit invoicing and ensures the collection of timely payment.
Minimum Qualifications and Experience:
The following describes the ideal experience and attributes a successful candidate will offer:

Education - bachelor’s degree in business administration, Human Resources, Accounting or Finance preferred.

Experience - A minimum of two to three years of experience in full cycle payroll processing required. At least one year of benefit administration experience.

Technical Proficiency - Advance proficiency in payroll systems such as Paychex or ADP. Proficient in Microsoft Office Suite (Outlook, Word, Excel, and PowerPoint)

Employment at the TAP is on an at-will basis and can be terminated by either an employee or the TAP at any time with or without cause or advanced notice. Permanent status can neither be obtained nor granted.
