Position Summary :
Reporting to the CT State Community College Director of Equity and Civil Rights, the Investigator & Compliance Specialist assists with managing day-to-day equal opportunity and civil rights matters, including but not limited to, civil rights investigations, equal employment opportunity compliance, affirmative action, Americans with Disabilities compliance. The Investigator & Compliance Specialist will also contribute to trainings, committees and programs that advance CT State Community College’s initiatives related to equality and inclusion.

Under the direction of the Director of Equity and Civil Rights, the Investigator & Compliance Specialist is accountable for a full range of complex Equal Employment Opportunity and affirmative action duties through effective performance in these essential functional areas :
- Conducts complex civil rights investigations involving alleged protected class discrimination & harassment filed by employees, students, and / or the public; and completes associated research, fact-finding analyses, and written reports.
- Monitors the search process for CT State Community College positions to ensure fairness and equality for all applicants and ensures compliance with equal opportunity, non-discrimination, and affirmative action regulations and laws.
- Participates in the development of the annual Affirmative Action Plan for CT State Community College for the Commission on Human Rights and Opportunities (CHRO).
- Conducts and / or assists in the preparation and delivery of mandatory Title IX, inclusion, EEO / Civil Rights, Americans with Disabilities Act (ADA), sexual harassment, domestic violence, and other applicable employee training programs.
- Interprets and effectively applies laws related to Connecticut and federal civil rights, equal opportunity, rights of persons with disabilities, and other matters.
- Remains neutral and objective while handling highly sensitive and confidential information with discretion and compassion.
- Serves as a subject matter expert of civil rights and equal opportunity.
- Ensures relevant and current EEO / AA compliance information, contacts, policies, and procedures are included on the CT State website and other applicable communication vehicles.
- Participates on CT State standing committees, state working groups, organizations, and regional and national conferences as appropriate regarding Title IX, EEO / Civil Rights, and accessibility.
- May serve in a lead capacity for employee ADA accommodation requests for CT State Community College in the recommendation of reasonable accommodations. Conducts related training and technical assistance for employees and managers.
- Assists the Director of Equity and Civil Rights on strategies related to AA / EEO / Civil Rights compliance.

Incumbents must possess proven ability to effectively work with a culturally, linguistically, and ethnically diverse faculty, staff, and student. They are expected to have excellent oral and written communication skills along with strong Information technology literacy skills such as Microsoft Office (Word, Excel, Outlook, Teams etc.).
Minimum Qualifications :
Bachelor’s degree in public administration, counseling / social work, human resources, higher education, or a closely related field with three (3) years of professional experience working in civil rights compliance, Title IX, human resources, employee relations, and / or other similar work.

Anticipated Salary; $86,869 approximate annual plus excellent State of CT medical insurance, retirement, and related fringe benefits.
