We are seeking a highly skilled and detail-oriented Cost Control / Estimator to join our team for a large-scale horizontal infrastructure project. The Cost Control / Estimator will be responsible for preparing and managing project cost estimates, tracking and controlling costs throughout the project's lifecycle, and ensuring that the project stays within budget. This role requires expertise in cost analysis, estimating construction costs, and managing financial data, as well as strong communication skills to work effectively with project teams and stakeholders.

Key Responsibilities :

  • Cost Estimation :

Prepare and review detailed and accurate cost estimates for the infrastructure project, including materials, labor, equipment, and overheads.

  • Collaborate with engineers, architects, contractors and project managers to gather necessary data and input for estimates.
  • Develop and maintain cost databases and historical data to inform future estimates and budgeting.
  • Analyze project plans, specifications, and drawings to identify and quantify material and labor requirements.
  • Budget Development and Monitoring :
  • Assist in the development of the project budget, ensuring that all aspects of the project are accounted for, including direct and indirect costs.

  • Track and monitor project expenditures, ensuring costs are within the approved budget and aligned with project schedules.
  • Identify and analyze any discrepancies or variances in the budget and provide timely reports to project managers and stakeholders.
  • Review and approve project-related expenditures, including change orders, subcontractor invoices, and procurement costs.
  • Cost Control and Reporting :
  • Implement cost control processes and systems to track and monitor project spending, ensuring that the project remains financially on track.

  • Conduct regular cost reporting, including progress reports, forecasts, and variance analysis, to ensure that stakeholders are informed of budget status and potential cost overruns.
  • Prepare detailed cost forecasts to project final costs based on current expenditures and expected changes in scope or schedule.
  • Provide recommendations and corrective actions to address any cost overruns or deviations from the budget.
  • Value Engineering and Cost Optimization :
  • Conduct value engineering analyses to identify cost-saving opportunities without compromising quality or project timelines.

  • Collaborate with the project team to suggest alternative methods, materials, or processes that can reduce project costs while maintaining project integrity.
  • Work with procurement teams to optimize material procurement strategies and reduce costs while ensuring the quality and delivery of materials.
  • Change Order Management :
  • Review and evaluate change orders and cost impacts, ensuring they are well-documented and approved by all relevant stakeholders.

  • Assess the financial impact of scope changes, delays, or unexpected issues, and update estimates and budgets accordingly.
  • Prepare cost impact analyses for change orders and ensure that all adjustments are communicated and documented.
  • Collaboration and Communication :
  • Work closely with project managers, engineers, contractors, and other stakeholders to understand project scope, deliverables, and budget constraints.

  • Communicate effectively with the project team to ensure that cost control measures are understood and followed.
  • Provide regular updates and presentations to senior management and clients, ensuring transparency in cost reporting and decision-making.
  • Risk Management and Financial Forecasting :
  • Assist in identifying and analyzing financial risks related to the project, including cost escalations, material shortages, and schedule delays.

  • Develop risk management strategies to mitigate financial risks and ensure the project remains within budget.
  • Maintain and update risk registers related to cost control, providing recommendations for risk mitigation and resolution.
  • Documentation and Record Keeping :
  • Maintain accurate and detailed records of cost estimates, budgets, expenditures, and other financial documents.

  • Ensure that all financial data and project cost documents are properly filed and available for audit or review purposes.
  • Prepare cost reports, invoices, and documentation required for project closure and final accounting.
  • Position Requirements

    Qualifications :
  • Education :
  • Bachelor's degree in Construction Management, Civil Engineering, Quantity Surveying, or a related field.

  • Professional certifications in cost control or estimating (e.g., AACE International, RICS) are a plus.
  • Experience :
  • Minimum 5 years of experience in cost control, estimating, or project management, with at least 3 years in large-scale infrastructure projects (e.g., roads, utilities, bridges, or commercial construction).

  • Experience with cost estimation software (e.g., Procore, CostX, WinEst) and Microsoft Office Suite.
  • Knowledge of construction cost structures, materials, labor rates, and equipment costs specific to horizontal infrastructure projects.
  • Skills :
  • Strong analytical and problem-solving skills, with the ability to identify cost-related issues and recommend corrective actions.

  • Excellent knowledge of cost estimating and budgeting techniques, including labor and material take-offs, unit rates, and resource management.
  • Familiarity with contract documents, including bill of quantities (BOQ), schedules, and specifications.
  • Strong communication and interpersonal skills, with the ability to work collaboratively with internal and external stakeholders.
  • Detail-oriented with strong organizational skills and the ability to manage multiple tasks simultaneously.
  • Certifications :
  • AACE International (Association for the Advancement of Cost Engineering) certifications such as CCP (Certified Cost Professional) or CEP (Certified Estimating Professional) is desirable.

  • PMP (Project Management Professional) certification is a plus.
  • Familiarity with construction and engineering standards and practices.
  • Working Conditions :

  • Occasional travel may be required to attend meetings, site visits, or vendor facilities.
