Description
The Compliance Manager has overall responsibility and accountability for ensuring compliance for Cubico’s US operating asset portfolio. Key activities include management of operation & maintenance and regulatory contractors, financial management of such engagements, and reporting and directly managing the regulatory aspects of Cubico’s operational portfolio to achieve industry best levels of regulatory compliance.
The candidate should have experience in developing and managing a compliance program for renewable energy projects with a deep knowledge of the regulations of the US power market (FERC, NERC, SERC, CAISO, MISO, ERCOT etc).
Key Responsibilities
- Lead compliance activities to ensure compliance with all licences, consents and NERC / FERC guidelines and requirements, including state and local requirements.
- Develop, maintain and lead a comprehensive compliance program for Cubico as a Generation Owner (GO) that ensures NERC and ISO compliance for all US assets. Coordinate with 3rd party providers to develop and implement.
- Collect and organize necessary evidence to demonstrate compliance
- Coordinate with O&M contractors and 3rd party providers to review Generator Operator (GOP) compliance, identifying gaps or non-compliances
- Lead real-time operational compliance monitoring activities supporting renewable technologies (solar, onshore wind and BESS).
- Synthesize technical information with the applicable regulatory rule and compose compliance performance narratives.
- Serve as the subject matter expert and partner with internal groups (Engineering, HSE, Construction, Legal and Asset Management) to communicate changes or updates that require action with respect to our projects to the various regulators.
- Lead the implementation and monitoring of internal controls with appropriate reporting.
- Maintain knowledge of regulatory changes across the various ISO’s and reliability councils and communicate effectively with managers with respect to such changes.
- Conduct ad-hoc independent research on industry trends and rules.
- Manage and monitor a budget with respect to third party regulatory contractors.
- Work with regulators and contractors with respect to the onboarding of new projects in the appropriate compliance programs.
- Ensure any contact / project detail updates are made timely to our regulators.
- Implement and continuously improve local asset management systems, documentation and processes consistent with Cubico’s global policies and standards.
- Coordinate with development team to identify compliance related risks for new construction projects.
