Sr Project Manager (Facilities Management, Space Planning & Design)

About the Role

Culmen International is seeking a Senior Project Manager to support the Department of State in the Office of Bureau of Administration (A), Domestic Operations and Emergency Services (DOES) in Washington D.C. 

 

This position is full time onsite.

What You’ll Do in Your New Role

Coordinates a variety of pre-planning activities, including housing and space assignment planning, engineering design, architectural features and finishes, as well as the development of construction drawings and specifications. Provides essential support for construction solicitation and administration, along with post-construction activities and relocations. Offers financial management assistance in the creation and monitoring of project budgets and cost estimates, including the formulation of fiscal year funding budget plans and the maintenance of accurate financial records. Serves in an advisory capacity to facilitate the development and upkeep of financial and performance plans. 

• Collaborates with senior-level management officials to identify and articulate renovation program needs. Engages with GSA and contractors to thoughtfully coordinate, clarify, and interpret the requirements of the Department of State (DoS), ensuring that all objectives are satisfactorily met concerning program, function, budget, schedule, quality, and performance.
• Provides comprehensive assistance in housing and space planning, which encompasses the coordination of housing plans, conducting surveys and inventories, facilitating stakeholder interviews, and managing furniture and equipment purchases. Develops thoughtful options, expert analyses, consultations, and recommendations to support DoS senior management in their planning and critical decision-making processes.
• Offers guidance and support throughout construction and inspection phases, including conducting progress reviews of construction activities and attending relevant GSA meetings as necessary. Establishes and fosters internal systems, processes, and procedures to identify and manage requests for changes from the DoS. Reviews requests for changes from various bureaus, provides justifications, develops budget cost estimates, coordinates change requests with GSA, and ensures compliance with DoS program requirements, contract documents, and applicable regulations at local and federal levels. Compiles and presents final DoS construction quality inspection reports and follows up diligently on any required corrections to ensure successful completion.
• Assists tenant bureaus in their transition into completed spaces, ensuring that all construction and equipment requirements are met with accuracy.
• Provides post-occupancy support to promptly address any outstanding issues or defects.
• Offers professional architectural expertise and engineering consultation to facilitate the resolution of design and construction challenges, guiding all parties towards effective solutions.
• Coordinates the review and approval process for projects, managing submissions, reviews, and approvals in collaboration with the National Capital Planning Commission (NCPC), Commission of Fine Arts (CFA), Advisory Council on Historic Preservation, State Historic Preservation Officer, District of Columbia agencies, GSA, and other federal and local organizations, as well as neighborhood associations impacted by the projects.
• Conducts both formal and informal presentations to share insights and updates with senior management, colleagues, clients, and other stakeholders as needed.
• Establishes and maintains open lines of communication and collaborative relationships with GSA, architects and engineers (AE), DoS bureaus, and management officials, while diligently drafting activity reports, progress reports, management plans, and other memoranda necessary to effectively advance project objectives.

  

Required Qualifications

• Active Top Secret Clearance.
• Bachelor's degree in architecture, Interior Design, Architectural Engineering, or a related degree with focus in facilities management. GPA of at least a 3.0 on a 4-point scale is preferred.
• PMP certification is required at start date or must be obtained within 12 months of hiring and kept up to date.
• 2 years’ experience applying substantive expertise in a facilities project with an emphasis in facilities project planning, resource scheduling, cost monitoring, task assignment and timeline management, as well as project management experience
• Must have excellent customer service skills, excellent written and verbal communication skills, and strong analytic skills.
• Thorough knowledge of building codes, Americans with Disabilities (ADA) requirements, and working knowledge of information technology, mechanical, electrical or communication systems.
• Working knowledge of AutoCAD and Microsoft Office including Word, Excel, and PowerPoint.
