Maintenance Director
Nature of Work
This is very responsible technical and supervisory work involving the coordination of all maintenance activities for Cumberland County government. Activities associated with the job include responsibility for compliance with all plans and specifications for various construction and remodeling projects, establishing short and long term maintenance priorities including the implementation of appropriate timetables, requisition and acquisition of materials and supplies, coordination of work crews and inspection of work in progress. Additional activities include oversight of the routine maintenance and repair of all county owned facilities, supervising the daily housekeeping and cleaning of buildings and preparing and maintaining maintenance related records including purchase orders, employee time sheets, etc. The incumbent is required to remain on-call for emergency repairs and assist with completing maintenance activities when necessary. Job related duties require extensive knowledge and experience in the maintenance and construction trades, considerable experience supervising and directing the activities of maintenance and housekeeping staff, thorough knowledge of safety precautions required for maintenance and construction activities and strong interpersonal, organizational and decision making skills. Job performance is evaluated by the County Mayor through review of the quality and timeliness of routine and preventive maintenance and remodeling activities, knowledge of construction and maintenance trades required on the job, ability to effectively supervise maintenance and housekeeping staff and adherence with established budgets and operating guidelines.
Illustrative Examples of Work
-Plans and coordinates the routine maintenance and repair of all county owned facilities including heat and air systems, plumbing and electrical systems and grounds maintenance activities.
-Interprets and evaluates remodeling and new construction plans and specifications; reviews and recommends changes as necessary.
-Inspects work in progress to ensure compliance with established plans and specifications.
-Supervises the activities of the maintenance staff to ensure quality craftsmanship and timely completion of assignments.
-Coordinates the activities of general contractors and sub-contractors to ensure the timely completion of work.
-Assists with the coordination of special events and activities and ensures that all county owned facilities are properly cleaned, opened and secured in a timely manner, required staff are present, etc.
-Maintains as built drawings and other records and makes reports during and upon completion of projects.
-Determines and prioritizes preventive maintenance activities in accordance with existing plans and schedules.
-Ensures the proper maintenance and inspection of fire alarms and sprinkler systems and addresses repair needs in a timely manner.
-Oversees the requisition, storage and distribution of maintenance materials and maintains accurate records of materials and supplies used.
-Interviews the employees of contractors and subcontractors to ensure compliance with Davis-Bacon regulations when necessary.
-Ensures the proper use of safety equipment and procedures by maintenance staff and takes corrective action(s) when necessary.
-Maintains daily logs to document construction activities, weather conditions, etc.
-Assists with the preparation of the maintenance budget and attends required informational meetings for local officials.
-Assists with the training of maintenance staff when necessary.
-Responds to emergency circumstances and makes necessary work assignments to address the situation(s).
-Routinely inspects the buildings and grounds of county owned facilities to determine maintenance needs.
-Makes recommendations regarding the selection, evaluation and discipline of maintenance staff.
-Assists in resolving disputes between venders, contractors and staff when necessary.
-Reviews and prepares change orders as necessary.
-Performs related duties as required.
Necessary Requirements of Work
Graduation from an accredited high school; a minimum of five years experience as a superintendent on major construction projects with emphasis on coordination of general contractors and sub-contractors; extensive knowledge and experience in the maintenance and construction trades including plumbing and electrical systems, carpentry, heating and air conditioning, etc.; ability to effectively prioritize maintenance needs; considerable experience supervising and directing the activities of maintenance staff and contractors; strong interpersonal, organizational and decision making skills; or any equivalent combination of education and/or experience to provide the following critical knowledge, abilities, and skills:
-Extensive knowledge of the maintenance and construction trades, associated technologies and building and safety code requirements.
-Extensive knowledge of methods, materials and practices used in building maintenance and construction including the remodeling of existing structures.
-Extensive knowledge of federal (OSHA) and state (TOSHA) safety regulations including required programs, investigation of accidents, abatement techniques and procedures and required documentation and reporting procedures.
-Extensive knowledge of safety equipment and procedures applicable to construction and maintenance activities (includes SDS specifications).
-Thorough knowledge of Cumberland County procurement and purchasing policies and procedures.
-Thorough knowledge of Cumberland County employee policies and procedures including the reporting of time worked, use of leave, etc.
-Through knowledge of effective supervisory techniques and practices including the selection, evaluation, motivation and discipline and/or discharge of staff.
-Ability to read and interpret detailed plans, blueprints and drawings.
-Ability to effectively prioritize and organize routine and preventive maintenance activities for all county owned facilities to ensure the consistent operation of all systems and safety of employees.
-Ability to inspect work in progress and upon completion to determine compliance with specifications and code requirements.
-Ability to collect data and produce reports as required.
-Ability to establish short and long term plans in response to existing maintenance and remodeling needs.
-Ability to establish and maintain effective working relations with contractors, subcontractors, vendors, craftsmen, maintenance staff and the general public.
-Ability to effectively supervise and direct the activities of maintenance and housekeeping staff.
-Ability to perform the physically demanding aspects of the job in all types of weather conditions.
-Skill in the use of power and hand tools and equipment used in the construction and maintenance trades.

Necessary Special Requirement
-Must possess a valid Tennessee driver’s license and the ability to be insured at standard vehicle liability rates.
