TITLE: Facility Planner / Special Projects Supervisor
FLSA STATUS: Exempt
QUALIFICATIONS:
Associate degree preferred or three years of experience in construction project management. Two years supervisory experience preferred. Knowledge, background and field experience in architectural, civil, mechanical, electrical and plumbing designs and applications required. Knowledge of the following is required: 1) Ability to read and understand blueprints, plans and specifications. 2) Familiarity with building code requirements. 3) Fundamentals of architectural design and mechanical systems. Must have good working knowledge and skill in the use of Microsoft applications, Google Workplace applications and AutoCAD. Must have good written and oral communication skills. Must be able to work in close team environment, yet be able to work independently in the field.

REPORTS TO: Project Manager Coordinator
JOB GOAL: To provide oversight of Deferred Maintenance Projects and upkeep of all Property Accounting files to include the oversight of renovations and new construction from inception through warranty.
DUTIES AND RESPONSIBILITIES:
Ensures system compliance with facility guidelines, standards, building codes, regulations, and curriculum needs.
Participates in planning sessions to assess building needs, establish priorities, determine budget estimates, and ascertain need for engineering or architectural services for renovation and construction projects.
Prepares project schedules and written reports for review by staff. Submits plans and specifications to appropriate personnel for review and comment. Submits plans and specifications to appropriate inspections department, school planning, department of insurance, fire officials, and health department as required.
Represents the Owner in the bidding process: solicit bids, conduct pre-bids, certify results, qualify bidders, negotiate fees, and prepare contracts and notice to proceed.
Complies with Competitive Bidding Process as governed by North Carolina G.S. 143 for informal and formal bidding procedures.
Reviews shop drawings and equipment submittals.
Approves construction schedule and schedule of values. Coordinates with principals and staff to minimize disruptions during planning, construction and warranty follow-up on completed projects.
Periodically conducts construction conferences or informal inspections to evaluate progress and workmanship. Inspects projects to ensure compliance with design guidelines, contract documents, codes and regulations. Considers and approves change orders as necessary. Provides notice to Contractor in default of terms and conditions of the Contract. Reviews pay requests for accuracy and approves payment.
Possesses responsibility for compliance and adherence to all safety practices and procedures as outlined in the Cumberland County School Safety Manual and the Occupational Safety and Health Standards for General Industry and Construction.
Possesses responsibility for compliance with the Environmental Protection Agency’s regulations concerning asbestos, lead paint, mold, and hazardous waste disposal and other standards protecting human health and the environment.
Reviews shop drawings submitted by contractors for accuracy and completeness.
Provides Departments with needed documentation and plans to facilitate permitting.
Maintains the Property Accounting files with continuous updates to include school plans property accountability documents, deeds and easements, and plans room files.
Attends and successfully completes all training activities as required to improve ability and knowledge in performance of work duties.

PHYSICAL REQUIREMENTS:
Must be able to climb ladders and be capable of traveling through crawlspace areas.
May be exposed to intemperate environmental conditions.
Must be able to perform light work, lifting 20 pounds, to include bending, stooping and reaching.
Must possess visual acuity to prepare documents, operate a computer and do extensive research and reading.
SPECIAL REQUIREMENTS:
Background check with local and state law enforcement agencies required.
Must possess a valid North Carolina Driver's License.
