Position Summary :
Responsible for administering the Inspection, Quality Assurance, and Quality Control of aircraft maintenance and avionics functions provided by the Maintenance and Avionics Department (Part 145 Repair Station and Part 135 Charter). This position serves as the primary contact with the FAA. Has final authority to approve for return to service all articles maintained or altered by the repair station. In addition, position is responsible for directing, planning and laying out the details of inspection standards, methods and procedures used by the repair station in complying with all applicable Regulations (14 CFR), manufacturer's specifications, and instructions.
Essential Functions And Responsibilities :
- Ensure that all inspections are properly performed on all completed work and that the proper inspection records, reports, and forms used by the repair station are properly executed, on a timely basis, prior to releasing the product for return to service.
- Maintain and keep current a file of pertinent Regulations (14 CFR), specifications, type certification data sheets, and airworthiness directives.
- Assist, supervise, and direct maintenance / avionics technicians who are designated as floor inspectors.
- Determine that all technical data on all articles maintained or altered by the repair station are secured and kept current with latest revisions. This data will include repair station’s process specification for limited rating specialized services, manufacturer's maintenance and overhaul manuals, service bulletins, part specifications, FAA airworthiness directives, related FAA approved data, and other technical data used by the repair station.
- Administer the procedures for controlling and documenting the calibration of special tools and test equipment.
- Coordinate with the FAA Certificate Holding District Office and other Federal Aviation Administration offices regarding Quality Assurance issues.
- Ensure that no defective, unserviceable, or unairworthy parts are installed in any article released by the repair station.
- Submit reports of failures, malfunctions or defects of an article in accordance with 14 CFR Part 145.221
- Assure the proper execution of FAA Form 337 and / or a maintenance release when required.
- Make revisions as necessary to the documents of the repair station including but not limited to the RSM, the QCM, the Capabilities List and the Personnel Roster.
- Oversee the final acceptance of all incoming raw material, including new parts and supplies and the airworthiness of articles on which work has been performed outside the repair station by contract.
- Assure the preliminary, hidden damage, in-progress, and final inspections of all articles maintained or altered by the repair station are completed and results recorded as outlined in this manual and the QCM.
- Oversee the proper tagging and identification of all parts and components as outlined in the QCM.
- Provide for continuity of inspection responsibility, assuring completion of required inspection when personnel shift or assignment changes occur.
- See that rejected and unserviceable parts are handled in such a way as to prevent their reuse as serviceable parts.
- Maintain files of completed work orders and inspection forms in such a manner that the file pertaining to a specific item required can be readily located for review.
- Maintain a technical publications library pertinent to the repair stations operations specifications.
- Assist management in revising the repair station manual and policies and procedures.
- Conducts Internal Audits
- Responsible for coordination and technical approval of all physical changes to aircraft, engines, and components.
- Maintains a manual of company maintenance policies, inspection, overhaul times and procedures as required by FAR for the guidance of maintenance personnel and repair agencies, to ensure that such pertinent information is maintained on a current basis and is available to all personnel or contractors performing work or inspections on the aircraft.
- Responsible for giving guidance to the floor inspectors / technicians when necessary.
- Displays and promotes a positive attitude toward work and other employees.
- Use experience and technical expertise to assist when necessary to meet completion and production schedules and produce the quality our company has come to expect.
- Ensures that all safety precautions are taken and that available protection devices are properly used at all times when applicable to the tasks performed.
