Job Description:

SUMMARY

Works with the Accounting Director to supervise the College’s grants accounting and financial reporting procedures/processes and ensures that deliverables and expectations are met on a daily basis. May also be required to assist with day-to-day production responsibilities and special projects, as needed.

Essential Functions

  • Ensures compliance with assigned grant/contract agreements and conditions as well as pertinent fiscal guidelines and maintain internal accounting controls as required by federal, state, and local funding to ensure appropriate use of public funds
  • Works with the Accounting Director to develop procedures, processes and technology applications that strengthen and enhance the Financial Services operations and workflow
  • Develops, monitors and advises on achievement of annual goals and objectives related to professional development of staff
  • Supervises and provides training to new and existing staff to ensure assigned grant funds are reconciled, all required financial reports and invoices are prepared in a timely manner, and grants are in compliance with funder requirements
  • Partners with College stakeholders to understand the underlying business practices to ensure that appropriate internal controls are in place and that activities are recorded in accordance with GAAP
  • Prepares the College’s Schedule of Expenditures of Federal Awards (SEFA) and work with external auditor to perform the required annual A-133 Single Audit
  • Performs testing of College’s accounting system (Banner) to ensure accuracy and functionality for internal end-users
  • Works with others to identify, research, and resolve variances for related ledger accounts in a timely manner
  • Reviews and approves items prepared by staff including journal entries, labor redistributions, and financial reports
  • Analyzes and communicates current and projected budgets/financial positions with financial managers, project directors and other internal/external customers and resolves problems as needed
  • Analyzes spending associated with Federal Financial Aid and submits reimbursement requests to the Department of Education
  • Prepares, reviews and analyzes grant reports, time and effort certifications, and other compliance requirements associated with grants
  • Performs other duties as assigned

REQUIRED QUALIFICATIONS

EDUCATION AND EXPERIENCE/TRAINING

  • Bachelor’s degree in accounting, finance, business or related field
  • Minimum of five years of demonstrated progressively responsible accounting/analyst experience
  • CMA or CPA certification (or candidate)
  • Demonstrated experience supervising, planning, assigning, scheduling and ensuring the quality of the work of others
  • Demonstrated experience effectively making decisions that have major implications on the management and operations within a department
  • Demonstrated effectiveness in a role requiring dynamic and abstract problem-solving methods in adaptive situations

KNOWLEDGE, SKILLS And ABILITIES

  • Possess strong technical accounting and financial analytical skills
  • Demonstrated commitment to providing exceptional customer service
  • Possess understanding of mainframe computer applications such as Oracle and/or Banner
  • Ability to provide supervision of general accounting and other accounting functions and staff

  • Ability to effectively complete work assignments independently

  • Demonstrated intermediate Banner System (or equivalent program) skills
  • Intermediate-level proficiency with Microsoft Outlook, Word, Excel, PowerPoint, and Access (or equivalent software)

PREFERRED QUALIFICATIONS

EDUCATION AND EXPERIENCE/TRAINING

  • Master’s degree in accounting, finance, business or related field
  • Governmental and fund accounting experience
  • Experience working within a higher education environment
  • Experience with Banner System
  • Demonstrated database and spreadsheet experience

KNOWLEDGE, SKILLS And ABILITIES

  • Possess knowledge of accounting as prescribed by the Governmental Accounting Standards Board

  • The work is performed in a normal, professional office environment.
  • The work area is adequately lighted, heated and ventilated.

However, there may be some walking; standing; bending; carrying of light items such as papers, files, pamphlets, books, etc.
  • Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite

Special Note: Target Starting Salary Range: $68,250 to $70,000

The final offer for the successful candidate is targeted to fall within this range, but will be based upon an assessment of internal equity, the unit’s available budget, and the candidate’s qualifications in relation to the minimum and/or preferred job requirement(s).
