Job Summary
Coordinates communication between Court personnel and contracted service providers, addressing program issues and ensuring data collection for quality assurance. Provides quality assurance monitoring of youth-serving programs for adherence by conducting program site visits and record reviews. Supports the Programming, Training, & Quality Assurance Unit in the training development for court staff and vendors, aids in contracting processes, and serves as primary liaison with contracted vendors day to day operations.
Essential Duties and Responsibilities

Responsible for developing, implementing, coordinating, and monitoring all quality assurance and improvement programs including, but not limited to community-based programming, residential treatment programs, and all grassroots agency program outcomes.
Assists the Director of Programming in coordinating all contracted audits by facilitating visit dates, requesting records, developing quality assurance interview guides. Updates all quality assurance checklists to include all federal and state standards. Ensures compliance with contracted deliverables and proposed service models and methods.
Coordinates activities which support the management of the youth programs funded by the Court in collaboration with the Programming, Training & Quality Assurance Unit (PTQA). Supports the communication flow among Court contracted service providers and Court personnel.
Conducts monitoring visits of both contracted youth services and internal Court programs.
Completes data collection and analysis for all quality assurance benchmarks. Collaborates with Court’s data team to assist in the retrieval of statistical data for use in reports, evaluation materials, and grant reporting. Collaborates with researchers from various universities to identify and collect variables for research needs. Assists in the resolution of program implementation or data collection issues.
Identifies training needs based upon audit findings. Provides training for purpose of quality improvement, specific to needs of juvenile justice involved youth, adolescent development, trauma, and evidence-based interventions in juvenile justice. Completes feedback sessions with court staff and vendors regarding audit findings/reports.
Designs, develops and writes training manuals and training programs for employee training events. Maintains calendar of upcoming training events both at the Court as well as County-wide and throughout the state for distribution to employees. Completes all logistical arrangements for in-house and external training events. Facilitates training classes and handles room setup, registration, rosters, handouts and evaluation forms.
Obtains and maintains certification in Train the Trainer for EPICS, OYAS, and other best-practice curricula for community supervision of juvenile population.
Attends external trainings & workshops to obtain latest updates from Ohio Supreme Court Training and Ohio Court Education Coordinators’ Roundtable in order to inform the Court and identify further training needs to maintain best practices within the Court.
Aids in the development and utilization of community-based services by Probation Officers and EIDC staff. Works directly with EIDC staff to develop systems of monitoring performance and ensuring best-practice standards are being met.
Provides reports to Chief of Probation, Deputy Chief of Probation, and Court Administration to identify quality assurance, programmatic, and training needs by staff. Also provides Quality Assurance reports to Probation Managers and staff. Assists in the development of unit benchmarks and goals. Collects and reports data for internal quality assurance benchmarks, EPICS Continuous Quality Improvement measures, Motivational Interviewing, and other general operating standards. Conducts booster training for EPICS and OYAS.
Supports the PTQA Unit in responding to service needs and information needs of the Court, contract agencies and the community. Assists in providing program updates to Court staff and to the community, including, but not limited to, quality assurance profiles.
Participates in the contracting process for specific Court services as assigned by supervisor. Assists in the development of Court RFPs, amendments and contracts from internal identification of service needs through final County Government contract approval. Includes but is not limited to: assisting in the development of Requests for Proposals, meeting with vendors, evaluating proposals, writing contract scopes of work, and monitoring the adherence to contract requirements.

Has no direct supervisory responsibility for staff members.

Knowledge, Qualifications, Skills, and Abilities

Knowledge of the juvenile justice best practices, Ohio Rules of Juvenile Procedure, the Ohio Revised Code, & Municipal Ordinances.
Demonstrate knowledge of risk levels, criminogenic needs, the juvenile justice system, case management, assessment tools, behavioral contract and program models. Must have a proven record of discretion and diplomacy. Make use of supervision, must be culturally competent, and flexible in work hours to accommodate program needs.
Knowledge of court operations with experience in working with juvenile justice population, ability to work independently with demonstrable skills in organization, establishing and maintaining work relationships with Court officials and the public, and problem-solving; familiar with social service agencies serving children, parents, families, community, etc.; ability to communicate effectively, verbally and in writing; able to effectively present to adult learners; able to effectively provide constructive feedback to aid in implementing best practices; attention to detail and the ability to maintain accurate records; ability to maintain confidentiality and professional discretion; knowledge of risk levels, criminogenic needs, the juvenile justice system, case management, behavioral strategies and program models. Skills in interviewing, report writing, and synthesizing information; ability to work with numbers, including basic understanding of arithmetic, statistics and financial records; must be computer literate – proficient in MS Word, Excel, and have the ability to acquire knowledge and use of the Court’s MIS; Internet research skills, knowledge of contract administration; knowledge of risk levels, criminogenic needs, the juvenile justice system, case management, assessment tools, behavioral contracts and program models; proven record of discretion and diplomacy; Flexibility in work hours to accommodate program needs including, but not limited to, out-of-state travel (including overnight travel), program monitoring and observation, and youth and staff interviews on an as-needed basis.
Education and/or Experience
Bachelor’s Degree in Social Sciences and/or Public Administration such as a degree from an accredited school of social work, public administration, psychology, sociology, corrections or related fields. Master’s Degree preferred.
AND
Five (5) years related work experience.
Licensure or Certification Requirements
Must possess a valid driver's license and continuously maintain automobile insurance in compliance with state law, with a driving record acceptable to the Court's current policies. Must have ready access to a safe functioning automobile with valid registration and insurance.
Any position which requires operating a motor vehicle as an essential duty of responsibility of the position will be subject to a driving record check through the Ohio Bureau of Motor Vehicles.
