CVR is seeking an HCV Enforcement Specialist. The primary role of this position is to ensure and enforce HCV Program integrity of the HCV Program, specifically related to the determination of Intent to Terminate (ITT) protocols. Work involves enforcement of HCV program violations as required by the Milwaukee Housing Authority and HUD. Frequent exercise of independent judgment and a high degree of decision making are required of employees in this position. This position requires strong internal and external customer service, time management/organization skills, attention to detail, strong presentation skills, and excellent communication. Perform related work as required.

ESSENTIAL DUTIES:
- Terminate Participant HCV assistance for violation of the program Family Obligations.
- Process terminations for Housing Assistance Payments for participating owners.
- Process delinquency notices relative to Security Deposit Loan Repayment.
- Document and maintain detailed and comprehensive records to support ITT determinations and decisions.
- Prepare case files for Informal Hearings
- Participate and testify at Informal Hearings.
- Conduct meetings with HCV Participants and thoroughly explain the HCV Program Family Obligations and HUD regulations.
- Maintain Microsoft Excel Spreadsheets.
- Process timely Reinstatements from Informal Hearing Decisions.
- Correspond with Hearing Presenter in regard to final determinations of ITT.
- Serve as a liaison for Housing Specialists relating to ITT determinations.
- Review & approve Reasonable Accommodations and VAWA
- Review ITT to make sure that all violations are in accordance with HUD Regulations as well as the CHA’s Administrative Plan.
- Knowledge of the federal Housing Choice Voucher Program
- Able to work under critical time deadlines, re-evaluate priorities as necessary and interact well with all levels of personnel
- Must possess superior organizational, time management, ability to pay close attention to detail and strong interpersonal skills.
- Ability to perform basic arithmetic calculations
- Ability to study information and HUD regulations so as to determine, define, and comprehend its elements, including conducting of intake interviews to identify the actual physical certification needs of clients
- Attend seminars and or training as required
- Exercise sound and ethical judgment when acting on behalf of the organization
- Must demonstrate adaptability, which includes adjusting critical thinking to address multiple demands and competing priorities in a changing environment and modifies one’s preferred way of doing things based on new acquired information
- Ability to determine a solution and what method to follow based upon the transaction that needs to be completed
- Knowledge of the federal Housing Choice Voucher Program including HQS requirements.
- Knowledge of the rules and guidelines issued by federal and state agencies concerning the management of property (i.e., Landlord Tenant Laws, City codes, etc.)
- Ability to apply considerable levels of concentration frequently throughout the day
- Ability to effectively perform with constant interruption
- Ability to effectively communicate verbally, individually and in groups, with internal/external contacts, tenants and property owners
- Ability to effectively write procedural guides, letters, maintain documentation and complete required forms
- Ability to work with confidential situations with professionalism

- Knowledge of public sector housing authority programs and systems is a plus
