Description
The Executive Office of Technology Services and Security (EOTSS) is the lead enterprise technology organization for the Commonwealth of Massachusetts. Charged with driving the ongoing alignment of business and technology across the Commonwealth's Executive Branch, EOTSS oversees and manages the enterprise technology, digital infrastructure and services, as well as the Commonwealth Security Operations Center and an enterprise Standard Operating Environment that includes an information security and risk management framework for over 125 state agencies and over 43,000 state employees. We directly serve our constituents by providing digital services and tools that enable taxpayers, drivers, businesses, visitors, families and other citizens to do business with the Commonwealth in a way that makes every interaction with government easier, faster, and more secure.

The Executive Office of Technology Services and Security (EOTSS) is seeking to hire a Deputy Chief Operating Officer (DCOO) of Hosting Services who directly supports the Chief Operating Officer (COO) in overseeing and managing the technical infrastructure and operations related to hosting IT services, applications, and data within the organization. The DCOO of Hosting Services plays a crucial role in ensuring the reliability, security, and efficiency of the organization's IT hosting infrastructure, whether it's on-premises, in the cloud, or a hybrid environment and will need to balance technical expertise with strategic planning and management skills to support the overall goals of the organization.
The DCOO of Hosting Services will lead the strategy, planning, design, management, standardization, and deployment of IT infrastructure hosting solutions that support the delivery of Cloud and Automation, Systems and Virtualization, and Data Infrastructure services across the Commonwealth's Executive Branch.
The primary work location for this role will be 200 Arlington Street, Chelsea, Massachusetts 02150. This position is expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed.

Position Responsibilities
Responsibilities include but are not limited to :
- Provides leadership and expertise in managing infrastructure information systems across the enterprise.
- Lead a team of IT professionals responsible for hosting services.
- Supervises, leads, hires, coaches, and evaluates performance of staff.
- Manages strategic and tactical planning, development, evaluation, and coordination of the information technology systems.
- Supervise the operation and maintenance of data centers or hosting facilities where the organization's IT infrastructure is housed.
- Ensure the proper functioning, scalability, and maintenance of servers, storage, and other hardware components.
- Develop and implement operational strategies and procedures for utilizing cloud services (AWS, Azure, etc.) to host applications and data.
- Optimize cloud infrastructure for cost-effectiveness, performance, and security.
- Implement and enforce security measures to protect hosted applications and data from unauthorized access and cyber threats.
- Ensure that hosting operations comply with Enterprise Policies and Standards for data security and privacy.
- Deploy and manage monitoring tools to track the performance and availability of hosted services.
- Perform capacity planning to anticipate and accommodate future growth in IT infrastructure needs.
- Collaborate with other IT teams, such as network operations, security operations, and end user support, to ensure seamless integration of hosted services.
- Develop and implement disaster recovery and resiliency plans to ensure minimal disruption in case of system failures or disasters.
- Regularly test and update disaster recovery and resiliency plans to maintain their effectiveness.
- Develop and manage the budget for hosting services, considering hardware / software costs, licensing fees, and cloud service expenses.
- Identify opportunities for cost savings and optimization in hosting infrastructure.
- Manage relationships with hosting service providers, hardware vendors, and other third-party suppliers.
- Participate in contract negotiations and ensure that service level agreements (SLAs) are met.

Minimum Entrance Requirements :
Applicants must have at least (A) seven (7) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in IT administration or IT management, of which (B) at least four (4) years must have been in a managerial capacity.
