As a Talent Acquisition Recruiter / HR Business Partner, you are responsible to interview prospective employees for positions by advertising, direct contact, employee referrals, research organizations, employment agencies, and job fairs. Refers applicants to particular job openings, conducts reference checks and other pre-employment screening activities. Under general supervision, and occasional direct supervision, performs assignments requiring experience and knowledge of standard concepts within their field. Displays core competencies by analysing possible solutions using standard procedures while developing advanced skills. Skills required for this job are typically acquired through 2 years of experience.

Required Skills:
- Conduct full life cycle recruiting, including sourcing, screening, interviewing, and selecting candidates to meet staffing needs for proposals.
- Collaborate with proposal teams to understand specific staffing requirements and timelines for each active proposal.
- Demonstrated experience in incumbent capture strategies for large proposal efforts, including identifying key personnel, assessing qualifications, and integrating talent into the proposal framework.
- Maintain a comprehensive staffing tracker to monitor candidate progress, timelines, and requirements for all active proposals.
- Develop and implement targeted recruitment strategies to attract high-quality candidates, including leveraging social media and professional networks.
- Build and maintain relationships with potential candidates to ensure a strong pipeline of talent for future proposals.
- Provide regular updates and reports on staffing status, candidate pipeline, and recruitment metrics to the proposal team and management.

Required Education:
Bachelor’s degree in human resources, Business Administration, or a related field, or equivalent practical experience.
Required Years of Experience:
- 4 years of full life cycle technical recruiting experience.
- Experience with Human Capital Management (HCM) tools, particularly Workday, to optimize recruitment processes, enhance employee data management, and streamline talent acquisition strategies.
- Familiarity with applicant tracking systems (ATS) and HRIS tools beyond HCM systems.
- High volume recruiting efforts working contingent offers for proposal efforts; involves OCONUS recruiting.
- Proven track record in sourcing and attracting top talent in the government sector.
- Strong knowledge of recruitment best practices and market trends.
- Excellent interpersonal and communication skills, with the ability to build relationships with candidates and hiring managers.
- Experience in conducting behavioural interviews and assessing candidate fit.
- Strong organizational skills with the ability to manage multiple priorities and deadlines.
- Knowledge of employment laws and regulations to ensure compliance throughout the recruitment process.
- Proficiency in leveraging social media and professional networks for talent sourcing.
