Subject Matter Expert (SME) 1099 Contractor with the potential to convert to a full-time W2 position

Performance Requirements : Develop comprehensive Operational Technology (OT) Policies for the Social Security Administration, National Support Center. This includes aligning the policy with the industry's best practices, NIST SP 800 requirements, and IEC 62443 standards to enhance the security, reliability, and operational integrity of OT systems used by the agency. Specific duties and responsibilities include :
- Collaborate with stakeholders including SSA employees and SSA contractors to assess the current environment including physical and logical assets as well as frameworks, standards, and existing processes and controls
- Develop cybersecurity policies for OT environments, with knowledge of NIST and IEC standards, and ideally experience with government or critical infrastructure sectors.
- Identify gaps and map them to frameworks and standards including National Institute of Standards and Technology (NIST) Special Publication (SP) 800-82, Unified Facilities Criteria (UFC) 4- 010-06 and Unified Facilities Guide Specifications (UFGS) 25-05-11, International Electrotechnical Commission (IEC) 62443.
- Prioritize identified gaps or weaknesses and recommended mitigations.
- Document controls, policies, and procedures to support NSC's goal of obtaining Authority To Operate (ATO).
- Identify and recommend monitoring and audit processes and procedures.
- Attend meetings as called by the agency.
- Survey existing site network conditions before the start of work and as needed after the start.
- Complete the project as described in the timeframe indicated.
- Assist the Agency in the final assessment of the completed work, which should include cyber commissioning and punch list development.
- Rectify any discrepancies noted in the punch list.
