DISASTER RECOVERY GRANT CONSULTANT POSITION
D.A. Lamont Consulting Services LLC (DALCS) is a disaster recovery and consulting firm that helps the public, private and non-governmental organizations prepare for, respond to, and recover from disasters.
DALCS is seeking Disaster Recovery Grant Consultants to join our growing team to support our clients in Louisiana and across the nation. The Disaster Recovery Grant Consultant position is a Full-Time position working for DALCS in our Baton Rouge, LA office.
As part of the DALCS team our Disaster Recovery Grant Consultant will work as a member of the collaborative team to:
- Build client relationships, understand the client’s needs based on the data obtained and analyze the data to best help the client.
- Collect documentation and information to develop the client’s program, analyze the information collected, organize all documentation, and summarize financial data.
- Assist in the development of federal grant project worksheets to support disaster recovery project data from cost estimating, budgets, audits, and other products.
- Support policy analysis for existing and emerging policy and guidance from FEMA and other federal and/or state agencies specific to grant eligibility.
- Collaborate with estimators and field inspectors to organize documentation of loss.
- Perform damage assessments to establish potential eligibility for FEMA funding.
- Conduct detailed cost estimate of damages.
- Perform project validation reviews and address any inconsistencies, special considerations, and compliance issues with management.
- Provide technical guidance and recommendations to the management team.
- Make hazard mitigation recommendations to eliminate damage or loss in the future.
- Work with State, Local and Federal stakeholders on funding pursuits and reimbursements.
- Conduct meetings and briefings with applicants.
- Facilitate recovery stakeholder meetings to include meeting agendas and PowerPoint presentations.
- The ability to balance multiple high-priority assignments.
- This position may require you to travel and work remotely.
In this role, candidates must have:
- A minimum of four (4) years of experience in the FEMA PA Program.
- A Minimum of six (6) years of total professional work experience.
- A comprehensive understanding of FEMA (PA) Public Assistance.
- Seeking individuals with at least one (1) year of consulting/business practices.
- Advanced level experience in FEMA Public Assistance grant program.
- Knowledge of other disaster recovery federal assistance programs such as mitigation, CDBG, and IA.
- The ability to draft reports, conduct analysis, and conduct briefings.
- Advanced level experience using Grants Portal FEMA Software and State and Local Grants management workflow software.
- Advanced level knowledge of standard office procedures and computer operations to include a working and functional use of all Microsoft Office applications including Word, Outlook, and Excel, TEAMS/ZOOM as well as smartphone /text usage.
- Knowledge and skills in Federal grant provisions and requirements.
- Knowledge of procurement, labor compliance, environmental requirements.
- Ability to remain flexible and adapt quickly to changing atmosphere.
- Ability to deploy as needed to support client needs.
- Excellent verbal and written communications.
- Experience and policy understanding in audit/closeout of disaster recovery programs is a plus.
Minimum education requires an Associate’s or technical degree or equivalent work-related experience.
A bachelor's degree or comparable work-related experience is desirable.
This position will be a 40-hour work week. Occasionally, it may be necessary to perform work at the site of travel. There may be instances where weekend work is necessary, or the weekly hours might exceed 40 hours. Travel and other expenses are reimbursable in accordance with Federal Travel Regulations. All interested candidates must be willing and able to work, deploy to client site, for a duration of time during each disaster assignment.
