An HR Manager, or Human Resources Manager, is responsible for overseeing personnel and daily operations of the human resources department. Their duties include hiring HR personnel, managing the hiring and onboarding procedures for all company and limited assistance to other company employees and coordinating with members of their department to provide support to company employees regarding personal and professional benefits and incidents. An HR Manager is responsible for any planning regarding the human resources and development of a company’s workforce, and they must be able to transform all policies into executable plans and departmental procedures.

Responsibilities:

  • Monitor the day-to-day human resource operations within the company (ADP Workforce Now is the official system of records that must be kept current and used).
  • Ensuring employees follow all policies and procedures. Look for areas where policies need to be reviewed, revamped, reimplemented and process for approvals.
  • Assessing reports provided by the HR team, team leaders and operations managers to determine employee performance and training needs
  • Creating recruitment plans, interview schedules and evaluation standards in accordance with HR methodologies and labor laws.
  • Supervising all HR activities, communications, reports, requests and documents created and received by the team.
  • Attending interdepartmental meetings with other managers.
  • Recruits, interviews, hires, and trains new staff in various departments.
  • Oversees the daily HR/Admin workflow of the department.
  • Provides constructive and timely performance evaluations of either local or program site HR/Admin personnel as directed.
  • Handles discipline and termination of employees in accordance with company policy.
  • Overseeing exit interviews and procedures.
  • Suggesting changes in policies and procedures based on employee and company needs.
  • Prepare regulatory PERSTAT (personnel status) reporting (weekly, monthly/quarterly/annual).
  • Manage policies and employee handbooks, prepare them by contract and states. Ensure compliance with SHR-M and contract, state, CBA assigned to each program.
  • Employee onboarding, administering pay, benefits, and leave, and enforcing company policies and practices, and handles insurance and 401k.
  • Partners with the leadership team to understand and execute the organizations human resource and talent strategy specifically as it pertains to contract personnel required, in compliance with SCA and CBA requirements.
  • Provides weekly updates via written report and call of all pending, upcoming and completed actions to supervisor.
  • Provides support and guidance to staff when complex, specialized, and sensitive questions and issues arise; required to administer and execute routine tasks in delicate circumstances such as: providing reasonable accommodations if/when authorized, investigations, allegations of wrongdoing, and terminations.
  • Review compensation and benefits with contract data, payroll, SCA AWD, CBA, researches and proposes competitive base and incentive pay programs to ensure the organization attracts and retains top talent.
  • Creates learning and development programs and initiatives that provide internal development opportunities for employees. Trains new hire HR Specialist.
  • Executes employee disciplinary meetings, terminations, and investigations (all require supervisor approval prior to implementation and execution, all terminations require legal review prior).
  • Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.
  • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
  • Put together Employee handbook as it specifically pertains to each contract, IAW contract, SCA, CBA requirements.
  • Submit Monthly PERSTAT to each Program as directed by suspense, usually by 3rd of each month.
  • Responsible for management and accuracy and reporting of Company WBS (weekly). * Performs other duties as assigned.
  • Comply with Contract, DCAA and DCMA regulatory guidelines and audits.

MINIMUM QUALIFICATIONS:

  • Five (5) years or related experience in Human Resources resolving employee relations issues.
  • BA/BS degree in Human Resource Management, Business Management or related field preferred.
  • Basic knowledge of human resource disciplines, including compensation practices, organizational diagnosis, employee and labor relations, diversity, performance management, federal and state employment laws.
  • Working and building relationship with Union and familiar with labor relations.
  • Strong written and oral communication skills required. Must have superior public speaking, training, and email writing skills.
  • Proficient with personal computer required, including Microsoft Outlook, Word, Excel, SharePoint and PowerPoint.
  • Experience in defense contracting desired
  • Must be able to pass the standard background check.
  • NAC-I clearance required.
  • Must be able to obtain and maintain a Common Access Card (CAC) Work Environment:
  • Must be able to follow direction well and commit to menial tasks.
  • Must be able to travel.
  • Must be able to obtain a SECRET security clearance.

Work Environment:

  • Must be able to follow direction well and commit to menial tasks. This individual spends a lot of time behind a desk, usually eight hours per day, Monday through Friday, reading documents carefully, filing papers, and writing reports. Much of this time will be spent at a computer.
