The Information Technology Director leads the Information Technology Department and plays a critical role in developing and implementing the programs and plans for technology, telecommunications, and cybersecurity services for all county departments.
The IT Director develops and communicates the technical strategic direction along with division leadership and implements the strategic plans for information technology. The IT Director is responsible for the development of evaluation tools to ensure objectives of the technical work of the county are met. The IT Director participates as part of the leadership team in the Enterprise Finance and Information Services Division and reports to the Deputy County Manager.

- Master’s degree in computer science, business administration/management, management information systems, mathematics, public administration/policy or in a related field AND seven years progressively responsible management experience in information technology field.
- Bachelor's degree in computer science, business administration/management, management information systems, mathematics, public administration/policy or in a related field AND nine years progressively responsible management experience in information technology field.
- Provide leadership in establishing and achieving a vision for information technology in Dakota County.
- Direct the operations and activities of the staff of in the Information Technology Department. Coordinate the work plans of each of the department managers to ensure cohesiveness of plans and communication of efforts.
- Successfully manage the annual budget and capital improvement program of the department.
- Develop and implement an effective and reliable strategic planning process for information technology.
- Manage the development and maintenance of effective information technology infrastructure and services.
- Ensure that annual professional development plans are in place for all department managers and supervisors including succession planning efforts.
- Provide leadership for the effective coordination of the responsibilities and functions of the Information Technology Department with the other departments and divisions.
- Direct research and review of information technology and data processing needs, strategies and equipment requirements for current and emerging business needs.
- Develop and maintain effective working relationships with peers in all divisions and with elected offices.
- Represent Dakota County on committees and before other government organizations.
- Maintain information technology applications and infrastructure operations to support the day-to-day operations of the organization.
- Comprehensive knowledge of principles, techniques, and laws related to the field.
- Demonstrated skill in analyzing project needs and in preparing long-range and strategic responses to meeting those needs.
- Demonstrated skill in analyzing, preparing, and managing comprehensive department budgets.
- Ability and skill to organize, direct, and coordinate the activities of professional and administrative support personnel.
- Ability to develop and support effective working relationships within and between divisions, departments, and outside agencies.
- Ability to discern and effectively respond to changing customer needs, interests, and requirements.
- Ability to effectively present analysis and recommendations through spoken and written communications.
- Ability to effectively conduct meetings and public forums.
