General Summary :

Provides monitoring, auditing, and field oversight of contractors for contract compliance within the Department of Mobility Management Services. Supports ADA-Paratransit, Innovative Services, Mobility Management, and Supplement Services as directed. Evaluates contractor performance based on contract and applicable laws. Monitors service delivery to ensure efficient, safe, and reliable operation. Supports the Contract Compliance Division in the areas of incident / complaint research, report writing, contract compliance auditing, and related activities.

Essential Duties and Responsibilities :

  • Perform field activities for all Mobility Management Services (MMS) programs, monitor pickups, inspect all aspects of drivers and vehicles to ensure compliance with DART's purchased transportation contract, and report any unsafe or unprofessional conduct and vehicle issues.
  • Monitor Contractor service delivery for all MMS programs through dashboards and transit software in the MMS Control Center. Notify appropriate DART and Contractor staff of situations impacting service delivery, including unscheduled trips, late pullouts, late pickups, and safety concerns, through phone calls and written documentation.
  • Follow and support compliance with safety rules, policies, and procedures to support DART's safety guidelines, rules, regulations, and other operational priorities.
  • Audit contractor quality assurance programs and items related to contract compliancein the areas of scheduling, dispatch, and Where's My Ride. Track incidents / accidents, service delays, and vehicle problems. Document contractor performance.
  • Perform various administrative duties, including writing and submitting reports on incidents, accidents, and service conditions. Identifies existing or future potential issues impacting the efficiency or effectiveness of service delivery and brings problems to appropriate departments for resolution.
  • Investigate service-related complaints and operational concerns, communicating with customers, caregivers, DART staff, and Contractor staff. Provide routing / service information and assistance to customers as needed.
  • Assists during emergencies such as accidents and incidents from the MMS Control Center and the field, coordinating with Police, Fire-Rescue, EMS, DART, Contractor staff, customers, caregivers, and other stakeholders. Transport customers if needed.
  • Receive and respond to requests from various government agencies to transport individuals with disabilities, coordinating transportation by our Contractor or transporting in a DART non-revenue vehicle if necessary.
  • Coordinates among DART and Contractor staff to provide shuttle and bus bridge services between rail stations as directed by Bus Dispatch. Support special event operations such as the State Fair.
  • Performs other related duties as assigned.

Minimum Knowledge, Skills, and Abilities Required :

Note : An equivalent combination of related education and experience may be substituted for the minimums below, excluding a High School Diploma, GED, Licenses, or Certifications.

  • Associate degree from an accredited college or university in Transportation, Communications, Business Administration, or a related field.
  • Two (2) years experience in Paratransit Operations or related Transportation or Customer Service fields.
  • Valid Texas Class A, B, or C driver's license, no Driving While Intoxicated (DWI) conviction within the last sixty (60) consecutive months, not more than one (1) DWI on driving record, and not more than three (3) convictions of moving violations within the last 36 consecutive months on driving record to operate DART non-revenue vehicles.
  • Pass a physical (medical) examination that includes a drug screen to operate DART non-revenue vehicles.
  • Proficiency in PC software applications, including Microsoft Office or other related software applications, in entering trip data and preparing reports.
  • Proficient writing and communication skills to effectively and sensitively communicate with all supervisory and non-supervisory employees, contractors, the public, and others inside and outside of DART.
  • Knowledge of basic Paratransit operating principles / practices, DART service area, and traffic regulations.
  • Ability to demonstrate a fiduciary obligation to section, division, department, and DART in handling materials and information of a confidential nature.
  • Ability to be dedicated to meeting the expectations and requirements of internal and external customers. Gets first-hand customer information and uses it for improvements in products and services. Acts with customers in mind. Establishes and maintains effective relationships with customers and gains their trust and respect.
  • Ability to make good decisions (without considering how much time it takes) based upon a mixture of analysis, wisdom, experience, and judgment). Most of their solutions and suggestions are correct and accurate when judged over time. Sought out by others for advice and solutions.

  • Working Conditions :

    Works in an environment with minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
