General Summary :

The Maintenance Project Specialist leads the development of project plans, including methodology, resource requirements, timelines, priorities, and budget-impact projects, for DARTs Fleet Maintenance and its six Divisions : East Dallas, Central Support, Body Shop, South Oak Cliff, Northwest, and Non-Revenue Vehicle (NRV).

Essential Duties and Responsibilities :

  • Ensures an appropriately detailed project plan is developed and managed throughout the project's life cycle, identifying Business Objectives and Scope, Risk / Issue control, Schedule including resourcing and milestones, budget, and effective Sponsor and Stakeholder management.
  • Assists and supports making system / process / procedural recommendations based on review, research, and analysis. Updates technical specifications and statements of work (SOW).
  • Provides support performing material data analysis to improve asset management.
  • Assists in developing improvements to established safety and maintenance programs using the configuration management processes.
  • Oversees and reviews studies necessary to resolve quality, reliability, maintainability, safety, and equipment or system performance issues.
  • Participates in and / or submits engineering modifications test criteria, plans, and procedures.
  • Reviews federal, state, and local laws and engineering / technical guidelines affecting DART maintenance and operations. Develops and approves programs necessary to address engineering needs.
  • Acts as a resource to and a liaison between the division and other DART departments and external stakeholders regarding engineering technical support and related issues.
  • Assists in developing and monitoring project budgets and preparing budgetary cost estimates.
  • Acts as DART representative for coordination, quality assurance, and monitoring of construction projects.
  • Remains current on new industry trends, methods, and technology.
  • Performs other related duties as assigned.

Minimum Knowledge, Skills, and Abilties Required :

Note : An equivalent combination of related education and experience may be substituted for the below stated minimums, excluding High School Diploma, GED, Licenses, or Certifications.

  • Bachelor's degree from an accredited college or university in Business Management, Engineering, Planning, or a related field.
  • Four (4) years of progressive experience in an Engineering, Construction Management, or related field, including a minimum of two (2) years of experience in a Lead role.
  • Proficiency in PC software applications, including Microsoft Office and other related software applications.
  • Pass a physical (medical) examination that includes a drug screen to operate DART non-revenue vehicles.
  • Knowledge of budget development / analysis and operational cost factors.
  • Analytical and creative skills to solve complex interpersonal, technical, and administrative problems.
  • Ability to demonstrate a fiduciary obligation to section, division, department, and DART in handling materials and information of a confidential nature.
  • Ability to be dedicated to meeting the expectations and requirements of internal and external customers. Gets first-hand customer information and uses it for improvements in products and services. Acts with customers in mind. Establishes and maintains effective relationships with customers and gains their trust and respect.
  • Ability to make good decisions (without considering how much time it takes) based upon a mixture of analysis, wisdom, experience, and judgment). Most of their solutions and suggestions are correct and accurate when judged over time and sought out by others for advice and solutions.
  • Ability to pick up on technical things quickly. Can learn new skills and knowledge. Is good at learning about new industries, companies, products, or technical knowledge . Does well in technical courses and seminars.
  • Ability to write clearly and succinctly in various communication settings and styles. Can get messages across that have the desired effect.
  • Ability to quickly find common ground and solve problems for the good of all. They can represent their own interests and yet be fair to other groups. Can solve problems with peers with a minimum of noise. Is seen as a team player and is cooperative. Easily gains the trust and support of peers. Encourages collaboration. Can be candid with peers.
  • Ability to use rigorous logic and methods to solve complex problems effectively. Looks beyond the obvious and does not stop at the first answers.
  • Working Conditions :

    Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
