General Summary:

The ideal Candidate hired will direct, coordinate, and supervise activities of the division Station Office; manage the scheduling of Operators' assignments; ensure deployment of all daily routes and services; review, modify, and monitor the Operator's timekeeping activities; monitor and evaluates the performance of Bus Operators, records system performance, prepares and maintains records and written reports and completing administrative duties associated with Station Office activities.

Essential Duties and Responsibilities:

  • Monitors, coaches, and counsels Operators to identify work performance and compliance with rules, regulations, policies, and procedures; recommends consultation and/or disciplinary action related to observed performance.
  • Completes the daily mark-up of bus operators to ensure an adequate number of operators are available for the next day's assignments. This includes monitoring the window for pullouts, marking the extra board daily, doing line mark-ups weekly, and doing division and system markups when required.
  • Advises the Director and Managers on personnel issues and observations, vehicle and system status, and any other issues in a timely manner.
  • Supervises, coordinates and monitors the Station Office's activities and ensures Operators are assigned promptly, efficiently, and effectively. Maintains courteous and professional communications between Operators, Spotters, Maintenance, Management, and other personnel.
  • Updates the customer service representatives on the status of all route delays and lost service.
  • Monitors service, monitors pull-out, and records system performances filling routes.
  • Uses a computerized tracking system (Trapeze)to keep track of all daily activity, i.e., splitting runs, changing run assignments, monitoring the 9-hour rule, assigning and unassigning operator assignments, approving routine requests for absences, bereavement, sick, pre-arrangement absences, and vacation, and completing all absence-associated documentation.
  • Communicates to Operators information relating to operational issues (e.g., detours, charters, events, special assignments, bus bridges) and addresses operators' requests for information.
  • Accurately prepares and reviews computer systems and manually generated reports daily; makes corrections or revisions; identifies excessive absences and variances and brings these to the attention of Management; creates, supports, checks, and analyzes various logs and reports generated; ensures accuracy, thoroughness and timely completion of reports and compliance with policies, standards, and agency requirements.
  • Performs a variety of administrative duties, including initiating injury/illness and workers' compensation leave, updating all workflows, and reviewing operator accident/incident reports.
  • Acts as an emergency responder for natural and man-made disasters that involve public mass transit services.
  • Performs other related duties as assigned.

Minimum Knowledge, Skills, and Abilities Required:

Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  • Associate degree from an accredited college or university in Business Administration, Public Administration, Human Resources Management, Communications, or other fields applicable to DART Transportation.
  • Five (5) years of experience in transportation, including one (1) year of experience as a bus operator, two (2) years working in positions requiring extensive customer service interactions, and two (2) years of supervisory experience.
  • Must have a valid Texas Commercial Driver’s License (CDL) Class A or B with Passenger and Air Brakes Endorsements, no DWI/DUI conviction within the last sixty (60) consecutive months, no more than one (1) DWI/DUI on driving record, and no more than two (2) convictions of moving violations within the last thirty-six (36) consecutive months on driving record to operate DART vehicles.
  • Must obtain CDL within ninety (90) days upon hire.
  • Ability to frequently stand, walk, use hands to finger, handle or feel, and reach with hands and arms.
  • Ability to lift and/or move up to 25 pounds. Specific vision abilities include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
  • Works closely with Bus Operations Managers, Bus Operators, Maintenance Supervisors, and other staff members to support the goal of providing safe and reliable transit service.
  • Follows and supports compliance with safety rules, policies, and procedures in support of DART safety guidelines, rules, regulations, and safety goals.
  • Proficiency with personal computers (PCs) and software applications, including Trapeze, Lawson, and Microsoft Office applications, as well as Word and Excel.
  • Pass a physical (medical) examination that includes a drug screen to operate DART non-revenue vehicles.
  • Must pass technical tests covering various computer software packages.
  • Knowledge of workforce scheduling techniques, two-way radio procedures, safety principles, practices, and regulations, work performance monitoring techniques, Trapeze and Transit Master systems, DART hours of service regulations, safety standards for operators and buses, working with unions, and departmental policies.
  • Analytical and creative skills to solve routine problems to moderate complexity.
  • Interpersonal skills to interact with all levels of supervisory and non-supervisory employees effectively and sensitively, as well as internal and external customers to DART. And the ability to maintain confidential information.
  • Ability to be dedicated to meeting the expectations and requirements of internal and external customers. Gets first-hand customer information and uses it for improvements in products and services. Acts with customers in mind. Establishes and maintains effective relationships with internal/external customers and gains their trust and respect.
  • Ability to use rigorous logic and methods to solve complex problems effectively. Is excellent at honest analysis. Looks beyond the obvious and does not stop at the first answers.
  • Ability to manage conflicts, see them as opportunities, and read demanding situations quickly. Demonstrate and practice attentive and active listening skills to address tough agreements and settle disputes impartially. Has the patience to hear people, find common ground, and gain cooperation with minimum noise—knowing when to involve management.
  • Ability to make good decisions (without considering how much time it takes) based upon a mixture of analysis, wisdom, experience, and judgment). Most of their solutions and suggestions are correct and accurate when judged over time. Sought out by others for advice and solutions.
  • Ability to create an environment in which people want to do their best. Has the innate ability to motivate all personalities within all direct reports, team, or project members. Successfully evaluates each person's weakness and uses it to get the best out of them. Pushes tasks and decisions down.   • Ability to work effectively under stress, field, and/or emergency situations; receive, transmit, record, and write information succinctly and legibly; establish and maintain effective working relationships with others.

Working Conditions:

Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
