What are the responsibilities and job description for the Vice President Procurement position at Dallas Area Rapid Transit?
General Summary :
Under the direction of the Executive Vice President / Chief Financial Officer, the Vice President of Procurement directs, oversees, and has ultimate responsibility for the programs and activities of staff engaged in contracts and purchasing functions for the Dallas Area Rapid Transit's (DART) Procurement Department. In addition, this position also has direct oversight of the agency’s Materials Management and Diversity and Vendor Management Divisions.
Essential Duties and Responsibilities :
- Develops, directs and oversees contracts, materials and purchasing activities. Provides direct, day-to-day leadership for the department. Develops and maintains strategic initiatives and business plans for the department.
- Ensures contracts and purchases are conducted and administered in accordance with procurement regulations in an economic and effective manner. Ensures compliance with all federal, state and local level statutes governing procurement processes.
- Establishes and secures approval of goals, policies, and procedures for department with broad latitude for decision-making. Executes, enforces, and recommends changes to policies and procedures. Makes policy recommendations to the Executive Vice President & Chief Financial Officer for approval on a regular basis.
- Ensures that comprehensive and effective policies and procedures are in place to control the acquisition function in support of operating services.
- Acts as a resource to and liaison between departments within DART as well as with external contacts on Procurement related issues. Provides support to executive management regarding contract issues.
- Develops, submits for approval, and monitors department budget. Takes action to correct variances and participates in periodic budget reviews. Ensures compliance with financial plan, operating, and capital budgets.
- Prepares a variety of reports for management and Board review.
- Develops strategic short- and long-term initiatives for the Procurement, Materials Management, and Diversity and Vendor Management divisions.
- Supervises, manages, mentors and empowers staff and provides the resources and leadership necessary to ensure staff can perform their roles effectively and efficiently.
- Interviews, selects, supervises, develops, evaluates, counsels, and if necessary, terminates subordinate personnel in accordance with established policies, procedures, and guidelines with support from the Executive Vice President and Chief Financial Officer.
- Participates in and leads DART, community, and association committees. Engages and works with both internal and external stakeholders to further DART’s mission and goals.
- Manages, supports and promotes DART’s Diversity and Vendor Management program.
- Manages and oversees the activities and functions of the Materials Management Division for the agency.
- Maintains up-to-date knowledge on best practices, innovations and new technologies in Procurement, Materials Management, and Diversity and Vendor Management programs. Utilizes knowledge to implement departmental changes to improve operations and achieve departmental and agency-wide goals.
- Performs other duties as assigned.
Minimum Knowledge, Skills, and Abilities Required :
Note : An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

Reports to Executive Vice President / Chief Financial Officer
Working Conditions :
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
