Position Summary

Responsible for the leadership of the accounting service areas of payroll, accounts receivable, grants management and the general ledger. The position reports directly to the Chief Financial Officer and is responsible for oversight of operation and improvement of accounting services support organizational growth and change.

Required Knowledge, Skills and Abilities

Experience developing organizational prospectus by studying economic trends and revenue opportunities; projecting acquisition and expansion prospects; analyzing organization operations; identifying opportunities for improvements, cost reduction, and systems enhancement; and accumulating capital to fund expansion.

General knowledge of knowledge of accounting principles, methodology and practices.

Knowledge of grant administration including extensive knowledge of the rules and regulations for cooperative agreements and contract mechanisms.

Ability to develop collaborative relationships with internal and external constituencies and create a diverse environment.

Experience at leading teams that focus on initiatives affected by business procedures and issues, and experience executing strategic proposals for Dallas College.

Experience resolving problems through analysis and applying laws, regulations, theories, and methodology that identify opportunities and articulate results.

Proven experience in development of financial strategies of forecasting capital, facilities, and staff requirements and deployment of action plans.

Knowledge of local, state, and federal regulations and guidelines through participation in educational opportunities, reading professional publication, maintains networks and participating in professional organizations.

Experience in a senior management position including upper-level supervisory experience

Strong leadership and organizational skills

Demonstrated experience in strategic planning, fiscal management, and resource allocation

Must have solid listening, oral and written communications to communicate with a diverse array of stakeholders and constituents within the College community network and external

Key Responsibilities

Responsible for the development and continuous evaluation of short and long-term strategic financial objections.

Responsible for oversight of college financial and accounting operations related to all payroll activities including but not limited to disbursements, reconciliations, and other financial services.

Directs general accounting activities, including preparation, maintenance and reconciliation of ledger accounts and financial statements.

Oversees preparation of accounting records and reports for completeness, accuracy and compliance with accepted accounting policies and principles, Dallas College policies, and state and federal regulations.

Responsible for ensuring the integrity of accounting records for completeness, accuracy and compliance with generally accepted accounting principles

Oversees external audit and creation of required reporting.

Ensures the financial infrastructure is stable and supports the demand of future growth.

General knowledge of cash management regulations and best practices pertaining to receivables.

Provides management and accountability for fiscal and administrative service functions which meet and support the College mission.

Assures the integrity of financial accounting and reporting for the college.

Monitors financial performance by measuring and analyzing results, initiating corrective actions, and minimizing the impact of variances.

Provides leadership and direction in the development of relevant financial operations and financial reporting for the Chief Financial Officer and Board of Trustees.

Ensure that effective controls are in place and ensure compliance with applicable federal, state, and local regulatory laws and rules and College policies.

Performs other duties as assigned and directed.

Experience operating in the Workday system

Minimum Qualifications

Master's degree in Business, Accounting, Finance, Management or related field plus seven (7) years of related work experience leading diverse teams

Certified Public Accountant (CPA) preferred but not required.

Three (3) years supervisory experience

Official transcripts may be required.

Must have current and valid driver's license for off-site travel.
