Job Description
This position is responsible for the administration of elections in Dallas County. This position has direct supervision over Senior Elections Clerk, Accounting and Elections Clerk, poll workers, and other temporary personnel.
Job Duties
- Coordinates election preparations, laying out and ordering ballots, preparing test decks, programming and testing election equipment, and creating elections in state-wide voting software system.
- Oversees the absentee voting process; mails ballots; oversees satellite and in-office voting.
- Supervises security measures to ensure the security of voting equipment and electronic poll book laptops; ensures compliance with state mandates for cyber security.
- Works with the Secretary of State’s Office to ensures compliance with Iowa Code.
- Supervises all election activities, including voter registration, data processing, polling place locations, absentee voting, and equipment testing.
- Interacts with candidates, the news media, city and school officials, and the general public to provide information regarding the election process.
- Develops and publishes notices of elections; prepares canvassing of returns and prepares reports for candidates.
- Develops and updates plans, policies, and procedures, including an Incident Response Communication Plan, a Disaster Recovery Plan, polling place contracts, etc.
- Monitors legislative actions to determine what changes may be required in election policies and procedures.
- Coordinates with health care facilities directors and absentee teams to ensure that residents are able to vote.
- Reviews new addresses by comparing to GIS maps; loads changes into statewide system.
- Performs related duties.
Qualifications
EDUCATION/EXPERIENCE
- A Bachelor's Degree in a course of study related to Election Administration.
- One to three years related work experience or service.
- Possession of or ability to obtain a valid driver’s license issued by the State of Iowa.
- Knowledge of federal and state election laws.
- Knowledge of the operation, testing, and maintenance of voting equipment.
- Knowledge of election security standards.
- Knowledge of computers and job-related software programs.
- Skill in problem solving.
- Skill in prioritizing and planning.
- Skill in interpersonal relations.
- Skill in oral and written communication.

PHYSICAL DEMANDS/ WORK ENVIRONMENT
- The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, or stooping. The employee occasionally lifts light objects.
- The work is typically performed in an office and at polling places.
- Eligible to telecommute only in specific situations with the approval of the County Auditor.
