What are the responsibilities and job description for the Appraiser II position at Dallas County?
This position is responsible for supervising and participating in the appraisal of real property. This position has direct supervision over Appraiser I and assigned interns.

- Discovers and documents characteristics of all classes of real property within the jurisdiction; locates property from permits, aerial photography, legal descriptions, plat maps, and visual inspection.
- Performs on-site inspections; measures structures and documents appropriate characteristics to determine footprint, square footage, type of structure, and quality; reviews construction plans and specifications.
- Values real property; utilizes mass appraisal software by entering appropriate characteristics of property inspected; analyzes information essential to the appraisal processes, including real estate market data, sales ratio reports, statistical charts, and graphs; determines and utilizes the appropriate approaches to value and reconciles the value to determine its fair and equitable value.
- Revaluates all classes of existing real property within the jurisdiction; verifies physical characteristics and condition; determines and conducts market research and makes necessary adjustments to reflect current market conditions.
- Assists the Board of Review by taking minutes and providing technical support during hearings; inspects and reviews protested property valuations at the request of the Board; appears before the Board to explain property valuations or provide other relevant information.
- Reviews informal assessment review applications and provides related documentation; determines need for on-site inspections; affirms or denies protest value.
- Supports the Assessor and Deputy Assessor in defending property valuations at Property Assessment Appeal Board hearings and in District Court; gathers, prepares, and presents evidence.
- Trains, assigns, directs, supervises, evaluates, and disciplines the work of assigned personnel.
- Performs customer service and public relations functions by answering questions and providing information.
- Investigates sales and applies quality control standards; reviews declarations of value for accuracy; verifies conditions of sale; reviews actively listed properties to ensure that property characteristics are accurate.
- Completes reports to update Board of Review and other government officials on matters related to valuation changes within the county.
- Identifies and reports all value changes to the Assessment Administrator.
- Performs related duties.
EDUCATION/EXPERIENCE
- Bachelor's Degree in Business or related field.
- One to three years related work experience in real estate or construction fields.
- Ability to obtain a valid driver’s license.
- Knowledge of the principles and practices of property appraisal.
- Knowledge of Iowa assessment practices and procedures.
- Knowledge of land development and building types.
- Knowledge of trends in the real estate market.
- Knowledge of relevant federal and state laws, county ordinances, and department policies and procedures.
- Knowledge of computers and job-related software programs.
- Knowledge of GIS mapping principles.
- Skill in conducting field inspections and in gathering and recording accurate field data.
- Skill in problem solving.
- Skill in prioritizing and planning.
- Skill in interpersonal relations.
- Skill in oral and written communication.
PHYSICAL DEMANDS/ WORK ENVIRONMENT
- The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, walking or stooping. The employee occasionally lifts light objects and uses tools or equipment requiring a high degree of dexterity.
- The work is typically performed in an office and outdoors. The employee may be exposed to noise, dust, dirt, grease, machinery with moving parts, and cold or inclement weather. Work requires the use of protective devices such as masks, goggles, gloves, etc.
- Eligible to telecommute in limited situations with the approval of the County Assessor.
