Job Description

Provides strategic leadership to all detention facility program operations, including the Juvenile Detention Center, the Marzelle Hill Transition Center, and Letot Emergency Shelter to ensure the effective delivery of services.

Management Scope: Supervises several levels of management in all pre-adjudication facilities and approximately three hundred (300) exempt and non-exempt staff members and accountable for the division’s operating budget expenditures and contract services.

Responsibilities

  • Provides oversight and monitoring of division’s operations, functions and reports to ensure effective delivery of services and accurate, timely and proper reporting of the division’s mission and responsibilities.
  • Supervises the superintendents of four 24-hour daily operation residential institutions.
  • Works collaboratively with department management, governmental agencies and the community to ensure effective and efficient delivery of services.
  • Recommends legislation, policies, procedures and programs and other actions necessary to carry out the mission of the division and department, to ensure compliance with applicable regulations and laws and to ensure appropriate programming to meet the needs of youths, including innovative programs to meet special needs populations.
  • Assists the Director in the development, preparation and performance of division and department budgets, short and long-range plans and special projects as required.
  • Directs, reviews, approves and participates in personnel related activities of managers and supervisors to include hiring staff, evaluating performance, conducting disciplinary actions and providing direction in the absence of the managerial staff.
  • Serves as back-up to staff and assumes all duties as necessary, i.e., administering medications, transporting youths to appointments, processing intake assessments or discharges, and disciplining youths. Must be physically able to perform “handling with care techniques, including takedowns, chasing and restraining youth” as outlined in the Texas Juvenile Justice Department (TJJD) requirement.
  • Remains on call on a 24-hour basis for emergencies.
  • Performs other duties as assigned.

Qualifications

Education, Experience and Training:

Education and experience equivalent to a Master’s degree from an accredited college or university in Juvenile Justice, Criminal Justice, Corrections, Counseling, Law, Social Work, Psychology, Sociology, Mental Health, Business Administration, Public Administration, Education, or in a job related field of study. Five (5) years of professional work related experience in a juvenile justice setting or closely related youth or adult care institution, to include four (4) years of managerial experience in a juvenile justice institutional setting or closely related youth or adult care facility.

Special Requirements/Knowledge, Skills & Abilities

Knowledge of standard software applications. Ability to effectively communicate, both orally and in writing, and establish and maintain effective working relationships with employees, departments and the general public. Must possess knowledge of practices and procedures of budgeting, contracts and grants management, procurement, educational services and information systems technology. Must be certified as a Juvenile Probation Officer and licensed as a Child Care Administrator within six months of employment. Must possess a valid Texas Driver’s License, with a good driving record. Must pass an extensive background investigation. Mandatory drug testing prior to employment and will be subject to random, unannounced drug and/or alcohol testing during employment.

  • An employee may be transferred to another department, shift, location, or facility based on the needs of the Department.
  • Working in a 24-hour facility may make the employee subject to working mandatory overtime or remaining on duty and working all, or a part of, an additional shift (“double shift”).
  • The incumbent is / may be considered to be ‘essential personnel’ subject to being held over or called back to a work location or alternate site at all times. When required, you will be notified by your supervisor.
  • Must be at least 21 years of age (for applicable positions) and must pass all portions (physical/written) of the Juvenile Academy to continue employment or all standards related to PREA and Ethics for specific positions.

Physical/Environmental Requirements

Standard office environment within a secured facility. Must be able to visit various off-site locations.
