This position is responsible for supervising the administrative functions of the tax department and for assisting in directing the operations of the Treasurer’s Office. This position has direct supervision over Tax Supervisor and Property Tax Clerk.

- Supervises departmental staff in the administration and operation of the department; provides guidance and information regarding questions and concerns.
- Closes and balances each day’s business for property tax and motor vehicle departments; processes all funds via electronic deposits; Prepares bank deposits.
- Prepares daily dealer ACH payments.
- Processes returned payments for taxes and motor vehicle.
- Researches and processes all State of Iowa and daily ACH transactions; process miscellaneous receipts from county departments.
- Creates daily warrant journal entries for multiple bank accounts and performs daily bank reconciliations.
- Processes property tax payments, including tax sales, subsequent payments, special assessments, and drainage district payments; processes required delinquency and tax sale notices.
- Performs monthly bank reconciliations of all accounts in a timely manner.
- Researches and responds to accounting issues and financial activity, reconciles and makes necessary adjustments to accounts.
- Monitor bank account balances and cash flow needs. Transfer funds between bank accounts as necessary to fund overall county activities.
- Maintain a knowledge of current financial markets and investing opportunities and initiate the investing of cash not needed for normal operations as well as seeking out opportunities to place short term cash to maximize the overall investment returns for the County.
- Updates general ledger to reflect accurate accounting of investment income; forecasts yearly investment income for budget purposes.
- Presents to the Board of Supervisors as necessary to inform them on the health of the county investment portfolio, cash holdings, and economic outlook.
- Reconciles year-end tax payments; apportions for unpaid taxes; archives fiscal year-end reports; coordinates with the Auditors Office to import and verify new tax year information; applies advanced payments; updates tax statement record; sets due dates for taxes; prepares tax statements for printing to outsourcer.
- Processes all tax credit payments from the State of Iowa; submits reimbursement requests and issues refunds or requests additional payments as needed.
- Reconciles month-end apportioning; archives month-end reports; processes apportioning and disbursements; runs special assessment paid reports; updates authoring information as needed; researches ownership changes; prints and mails tax statements to new owners.
- Verifies the accuracy of special assessments; processes special assessment information; applies assessments to parcels; prepares and mails statements to owners; processes amortized special assessments; creates amortized payment schedules and due dates.
- Gathers and submits information as requested by state auditors.
- Applies all auditor adjustments and abatements to real estate parcels.
- Submits list of suspended tax parcels to the Board of Supervisors annually, applies or removes suspensions as requested.
- Maintains office supply inventory and reorders as needed; oversees the maintenance of office equipment.
- Reviews and approves employee leave requests; verifies and processes timecards.
- Uploads and verifies applications for handicap placards to the Iowa Department of Transportation monthly.
- Responds to public inquiries and provides information and assistance to resolve questions and/or problems.
- Spearheads special projects as requested.
- Maintains employee vacation and sick leave schedules and balances; prepares time sheets and documentation for payroll.
- Coordinates the activities of office personnel; assists in the hiring of personnel; supervises, trains, assigns, directs, evaluates, and disciplines staff.
- Empowered to perform all duties of the elected Treasurer.
- Performs related duties.
EDUCATION/EXPERIENCE
- Bachelor's Degree in Business Administration, Finance, Accounting or related field.
- One to three years of related work experience in Finance or Business Administration.
KNOWLEDGE/SKILLS/ABILITIES
- Knowledge of Iowa Code requirements relating to the Treasurer’s Office and investment restrictions.
- Knowledge of investment, finance and appropriate accounting rules.
- Knowledge of modern office practices and procedures.
- Knowledge of county and departmental policies and procedures.
- Knowledge of computers and job-related software programs.
- Knowledge of basic accounting practices.
- Skill in problem solving, prioritizing and organizing work.
- Skill in the provision of customer services.
