Description
- Reviews scopes of work and prepare solicitation packages and requests for proposals, qualifications, and information.
- Recommends pricing methodology, review draft of technical specifications, and rewrite where appropriate to eliminate ambiguities, conflicts, and misunderstandings.
- Assists with review of work performed by district staff for accuracy and conformance to contracting and regulatory procedures.
- Prepare, plan, and conduct negotiations or participate in negotiating terms for new work, changes and negotiate contracting matters within dollar values; and prepare records of negotiations.
- Prepare recommendation and documents presented to the Board of Trustees for approval.
- Takes a leadership role in teaching, monitoring, and executing workloads as a team leader for procurement services.
- Acts as a primary point of contact and build relationships for assigned district departments in need of services.
- Assist buyers in the effective daily operations of job responsibilities.
- Serve as the first point of contact for problem resolution for the department.
- Review all proposals and board documents for content and accuracies for the assigned team department.
- Assists with contract compliance, contract close-out, renewal or extensions of current contracts.
- Review and approve purchase orders / transactions with proper consideration given to quality, price and delivery within proper procedures, policies, and requirements.
- Provides support for the District’s M / WBE participation goals.
- Keep abreast of legal requirements and regulations of purchasing for school districts including such federal, state, county, and city laws as may apply.
