Description

Public Health of Madison / Dane County has a current vacancy for a full time (1.0 FTE) Data Analyst - Project.

The Eligible List will be used for future vacancies within the next six (6) months.

DEFINITION

This classification is responsible for working with key internal and external stakeholders to analyze and document complex needs and to design solutions to optimize workflows, processes, data handling and interfaces (such as data dashboards); maintain, analyze, and evaluate data and information; evaluate program and ordinance compliance; conduct planning, evaluation, quality assurance, and technical assistance activities; research and compile statistics and data for projects and programs; and provide timely, accurate, user-friendly information to develop reports and make informed decisions.

EXAMPLES OF DUTIES

Develop, maintain and support data management tools; Create workflows and business rules for data entry, management and analysis; Analyze, evaluate, report and communicate data using a variety of programs to make informed decisions; Assist in the development of applicable reports to make complex data useful and accessible for decision-making; Manage data integrity, analysis and reporting; Train and provide ongoing technical support for end users; Develop and implement program evaluations, policies and procedures; Participate in related quality improvement activities; Act as a liaison between internal and external partners to achieve a shared vision and goals for complex projects; Participate in continuing education related to duties as assigned to maintain required credentials; Subject matter expert in the areas of data analysis and data visualization to support a variety of programs; During emergencies, the responsibilities will vary to support the response.

Education, Experience and Special Requirements

Any combination of education, training and experience equivalent to a bachelor's degree from an accredited college or university in social science, health science, computer science, data analytics, economics, mathematics, statistics, engineering or related field. Two (2) or more years of progressively responsible work experience in data management, statistics, data analysis, research analysis, evaluation or a related field is also required.

Special Requirement

Must have a valid driver's license, or access to reliable personal transportation, or equivalent.

Employees of Public Health Madison & Dane County are required, as a condition of employment, to be current and remain current with certain vaccinations (a list of required vaccinations will be provided at the time of job offer).

For Bilingual Positions :

Physical and Environmental Work Requirements :

Professional office work environment. Work involves walking, sitting, standing, bending, stooping, twisting, turning, lifting, carrying, pushing, pulling, grasping, and reaching within normal ranges. Prolonged computer and phone use. Ability to speak and be heard by others. Ability to see and hear within normal ranges with or without corrective devices. The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job under non-emergency conditions. Travel within and outside of Dane County may be required. Public Health Department : Public health emergencies, such as communicable disease outbreaks, natural disasters and bio-terrorism events, will result in working with people in emergency situations, working with policymakers and the media, and being available to work on a 24 / 7 basis when necessary. While performing duties of this job in an emergency situation, the employee will be expected to wear protective equipment, and may be exposed to extremes in temperature, varying degrees of noise, air and water quality, and discomfort, including fatigue, thirst and hunger. Work occurs at any one of PHMDC's office locations and a variety of community settings.

Knowledge, Skills and Abilities

Demonstrated knowledge of quantitative and qualitative analysis including financial, statistical inference, and reasoning. Ability to prioritize and manage workload and projects simultaneously. Ability to establish and maintain effective working relationships with a variety of individuals, persons from diverse backgrounds, public, and private agencies. Demonstrated ability to communicate complex concepts effectively orally and in writing. Strong written and verbal communication skills including data visualization. Ability to work independently and as a member of a team, prepare concise and effective documents and reports. Ability to manage data projects, track implementation progress, develop work plans and maintain reports. Willingness to participate in on-going professional development training to meet departmental and professional development goals. Proficient in MS Office products (i.e. Excel, Word, Access, PowerPoint, etc.), experience with statistical analysis software (i.e. SPSS, R, SAS, Python, etc.), relational data base languages (i.e. SQL, etc.), and graphing and charting software.

Bilingual Pay : Employees who work in bilingual designated positions receive an additional $2.00 per hour.

Undesirable Hours Premium Pay : Employees may receive undesirable hours pay of $2.00 for anytime worked between 6 : 00 p.m. and 6 : 00 a.m and for anytime on Saturday and / or Sunday. (not applicable with all employee groups).

Paid Parental Leave : Dane County also provides 12 weeks of paid parental leave for birth or adoption of a child.

Caregiver Leave : Dane County offers 80 hours of paid leave to care for an ill family member.

Telecommuting : Telecommuting allows employees to work remotely for all or part of their workweek. Dane County considers telecommuting to be a viable, flexible option when both the employee and the job are suited to such an arrangement. Dane County will permit telecommuting when it benefits the productivity of the employee and their department and if determined by employee's department that telecommuting is not detrimental to either the County or the employee.

Student Loan Forgiveness : If you are employed by a government or not-for-profit organization, you may be able to receive loan forgiveness under the Public Service Loan Forgiveness (PSLF) Program.

WI Retirement System : Employees hired after 7-1-11 must be expected to work a minimum of 1200 hours annually to be enrolled in the Wisconsin Retirement System when hired.
