Public Health of Madison and Dane County (PHMDC) is recruiting for multiple Limited Term Employment (LTE) Vaccine Response Specialists. 


LTE's are limited to working 1,200 hours per payroll year and are not guaranteed any specific work hours.

DEFINITION
Vaccine Response Specialists are part of a team to slow the spread of COVID-19. They provide COVID-19 vaccines to adults and children to help stop the spread of COVID-19 in our community.  They also provide surge capacity to the COVID-19 testing site, as needed.

EXAMPLES OF DUTIES
Thoroughly review the client’s immunization record and determine which immunizations are due.  Assess for contraindications in order to ensure safety. Educate clients and/or parents about the COVID-19 vaccine, possible side effects and when additional vaccines/doses are due.  Record all vaccines in the Wisconsin Immunization Registry (WIR) per PHMDC guidelines. Set up and take down immunization clinics.  Transport vaccines to clinic locations.  Ensure COVID-19 vaccine maintains proper temperature control per PHMDC policy and protocols.  Support individuals in completing immunization screening forms at the community immunization sites. Maintain strict confidentiality and HIPAA standards. Develop and maintain related databases, reports and records.  Provide general support for community testing sites. Collect specimens from individuals who visit community testing sites. Ensure specimens are packaged correctly and stored at the correct temperature. Support individuals in completing intake forms at the community testing sites. 

Education, Training and Experience

Must have one of the following degrees, licenses and/or certificates: Associate’s, Bachelor’s, Master’s or Doctorate degree in Nursing; Physician Assistant (PA); EMT Certificate (Basic, Intermediate or Paramedic); Pharmacist; or MD (Physician); Licensed Practical Nurse (LPN) or Medical Assistant (MA). Experience immunizing adults and children preferred. Experience providing counseling and education to adults and teens preferred. Experience working with diverse populations.

Certifications and LicensesMust maintain Cardiopulmonary Resuscitation (CPR) certification throughout employment. 

Special Requirements:

Must maintain the required immunizations and vaccination schedule per Public Health department policy. Must have a valid driver’s license, or access to reliable personal transportation, or equivalent. Work related to public health emergencies may require availability 24 hours a day, seven (7) days a week. 

Ability to work with and around blood-borne pathogens and infectious diseases. Flexibility to work with diverse populations and communities including people of different cultures, values and beliefs, in rural, urban or suburban settings, and with individuals and groups at different levels of learning and with different learning styles. Flexibility to work with individuals and groups where and when they are available is required.

Background Check Statement: Some positions may require a criminal background check which can include fingerprinting due to the nature of the job's responsibilities. Wisconsin's Fair Employment Law, s. 111.31 – 111.395, Wis. Stats., prohibits discrimination because of an arrest or conviction record. However, Dane County may disqualify an applicant if the position's responsibilities are substantially related to the applicant's criminal history (e.g., the nature of the crime and its relationship to the position, whether hiring, transferring or promoting an applicant would pose an unreasonable risk to the business, its employees, customers and vendors, etc.) Management reserves the right to make employment contingent upon successful completion of the background check.

For Bilingual Positions:

  1. Provide services in both English and the required foreign language (e.g., Spanish, Arabic, Hmong, etc.). 
  2. Applicants being considered for bilingual positions will be tested during the recruitment process prior to employment. This will primarily consist of passing an oral language proficiency assessment from English to foreign language and foreign language to English, but may require additional language testing, such as written translation, if it is an essential function of the job. 

*If applicable, individuals may confirm with the Employee Relations Division whether results of bilingual language certifications/ examinations they currently hold qualify them for the position’s bilingual designation.

Physical & Environmental Work Requirements:
Work involves walking, sitting, standing, bending, twisting, turning, lifting, carrying, pushing, pulling, grasping, reaching and driving. Ability to lift, move and transport a variety of work related materials up to 25 pounds. Ability to sit or stand for prolonged periods of time. Phone and computer use. Manual dexterity using fine and gross motor skills is necessary. Good vision and hearing with or without corrective devices. Working conditions may vary in relation to heat, cold, fatigue, etc. Ability to travel between work locations is required. Conferences or seminars may require travel outside of Dane   County. May be required to wear proper personal protective equipment (mask (surgical, respirator, or powered air-purifying respirator (PAPR), face shield, isolation gown) for prolonged periods.

Experience providing injections to people of all ages (infants, children, teens and adults).  Acute attention to detail and excellent organizational and planning skills. Effective interpersonal, verbal and written communication skills. Effective problem solving skills. Ability to prioritize workload and complete competing assignments timely, meet deadlines and work efficiently in a busy environment. Experience working effectively in team environment. Strong motivation and adaptability including ability to work independently. Able to exercise independent judgment and to consult when indicated. Ability to work with diverse communities. Fosters an environment that promotes trust and cooperation among staff and community partners. Follows policies and procedures, including maintenance of confidentiality and security. Ability to learn and implement PHMDC values and principles. Strong computer skills and experience working with an online data management system (like WEDSS or WIR). Knowledge about HIPAA laws and how to apply them in practice.
