DEFINITION
Under general supervision of the Parks Director, the Park Planning Manager is responsible for the planning and development of a countywide park and trail system.
Responsible for countywide park planning and development projects. Planning and development project types are diverse and may be complex, and could involve millions of dollars of County, State, or Federal funds. Projects often are highly visible and require extensive public participation efforts to inform the public and build consensus among stakeholders such as a variety of County Departments, Federal, State and local units of government, non-profit conservation organizations, recreation user groups, volunteers and private consultants. Responsible for planning and implementation of the County bicycle/pedestrian regional trail system. Responsible for updating the County Parks and Open Space Plan every five (5) years and development of Master Plans for Dane County Parks properties. Plan and oversee development of campgrounds, dog parks, trail bridges, boat landings, pathways, piers, parking lots, overlook structures, trails, roadways, playground equipment and all other park infrastructure projects. Coordinate projects with County Public Works - Engineering Division for public bidding and contract administration. Work closely with the Parks Director and Real Estate Coordinator to identify areas for future land acquisition that implement recommendations of the County Parks and Open Space Plan. Coordinate frequently with the Parks Director, Operations Manager, Natural Resource Manager and Engagement and Visitor Services Manager on implementing the goals of objectives of Dane County Parks. Provide supervision, evaluation, coaching, and training to Landscape Architect I’s and II’s and LTE Park Planning staff. Find applicable grant programs, write and submit grant applications, track grant progress, submit grant reports and reimbursement requests as required.
Any combination of education, training or experience equivalent to a Bachelor’s degree in, Landscape Architecture, Professional option, parks or recreation administration, public administration or closely related field. A minimum of five (5) years of professional park planning and development experience; including at least two (2) years’ supervisory or lead experience.
Licenses/Certifications:
Must possess licensure/certification as a Registered Professional Landscape Architect (PLA) in the state of Wisconsin. Certified Park and Recreation Professional Certification, National Recreation and Park Association, preferred but not required.
Special Requirements:
Must have a valid driver’s license, a good driving record, and access to reliable personal transportation, or equivalent. Must be willing to work some evenings and weekends for meetings and events. Must be willing to maintain on-call status as part of a manager weekend rotation April - October. Must be willing to respond in a reasonable amount of time to emergencies during off-work hours even when not on call.

For Bilingual Positions:
- Provide services in both English and the required foreign language (e.g., Spanish, Arabic, Hmong, etc.).
- Applicants being considered for bilingual positions will be tested during the recruitment process prior to employment. This will primarily consist of passing an oral language proficiency assessment from English to foreign language and foreign language to English, but may require additional language testing, such as written translation, if it is an essential function of the job.
*If applicable, individuals may confirm with the Employee Relations Division whether results of bilingual language certifications/ examinations they currently hold qualify them for the position’s bilingual designation.
Physical and Environmental Work Requirements:
Professional office work environment. Work involves walking, sitting, standing, bending, stooping, twisting, turning, lifting, carrying, pushing, pulling, grasping, and reaching within normal ranges. Ability to lift and move a variety of work-related materials weighing up to 25 pounds (with/without assistance). Prolonged computer and phone use. Manual dexterity using fine and gross motor skills. Ability to speak and be heard by others. Ability to see and hear within normal ranges with or without corrective devices. Ability to conduct indoor and outdoor work, including traversing variable terrains in variable field conditions.
Knowledge of the principles of Landscape Architecture, park and recreation planning, storm water management, regional planning, GIS site inventory and analysis, construction documentation, project management, surveying and site design. Knowledge of federal, state and local laws and regulations governing countywide park planning and development projects. Advanced knowledge of civil/site design process including preparation of construction specifications, grading plans, and site development plans. Ability to prepare technical reports and graphic presentations. Ability to prepare and justify proposed budget expenditures. Ability to prepare master plans through construction documents for all park and trail projects. Ability to read and interpret legal property descriptions. Ability to prepare and present oral and graphic presentations. Ability to maintain effective relationships with internal and external stakeholders.
