DEFINITION

Under the general direction of the Prevention Early Intervention (PEI) Division Administrator, this position develops, manages and leads prevention and early intervention initiatives, projects and services that benefit children, youth and families in Dane County. Provides direct supervision to assigned staff. As a member of the PEI leadership team, assists with budgeting and policy-making, participates in visioning and Division development, and represents the Division on collaborative community projects and committees. Performs related work as required.

EXAMPLES OF DUTIES

Provide leadership and manage operations for assigned units of service and programs that address the needs of clients and the community. Monitor systems of operation, making adjustments as community and staff needs change. Set annual goals and lead assigned units in achieving annual goals. Monitor program budgets and internal program lines. Participate in annual budget development process, identifying needs for assigned units. Manage unit data bases and collection. Prepare annual reports. Complete annual staff reviews including professional development goal setting for each direct report. Collaborate with supervisors of assigned units on team and program development. Participate in personnel actions including hiring, probationary decisions, onboarding, adjustment of grievances, and discipline within County rules and guidelines. Manage purchase of service contracts including planning, budget oversight, monitoring performance, and evaluation. Write annual bid waivers or RFPs. Write grants and start-up programs as needed. Meet regularly with the PEI Leadership Team to vision and plan within and across the division. Act as a resource to Division Administrator for special assignments on projects. Represent DCDHS and participate in meetings with community partners.

PEI Human Services Manager - Community Programs: Duties include oversight of the Community Restorative Court, Immigrations Affairs Office, and the Joining Forces for Families initiative including management of 16 office locations across Dane County. Manage the Rimrock Road Office. Supervise six (6) direct reports including four (4) Social Work Supervisors, the Human Services Community Programs Coordinator, and the front desk Bi-lingual Clerk I-II at the Rimrock Office. Manage assigned purchase of service contracts. Requires subject matter expertise in community-based social work and prevention practices. Understanding of direct service delivery.

PEI Human Services Manager - Out of Home Care Programs: Duties include oversight of all out of home care operations including Dane County foster care, court ordered and voluntary kinship care, and contracts for child placing agencies, congregate care and young adult transitional living. Manage assigned purchase of service contracts. Supervise three (3) Social Work Supervisors and provide clinical oversight for the work performed by the Out of Home Care Behavioral Health Specialist. Requires technical and subject matter expertise in statute and administrative rules governing out of home care.

PEI Human Services Manager - Prevention Services: Duties include oversight of the Early Childhood Zones, management of the Dane County Youth Assessment including development, administration and deliverables, management of purchase of service contracts, and coordination with community partners in prevention efforts. Supervise the PEI Project Coordinator position. Requires subject matter expertise in project management and prevention practices.

Education, Experience And Special Requirements

Education, Training and Experience:

Must possess a Bachelor’s degree and at least five (5) years of professional work experience, including three (3) years’ supervisory or management experience, in a field related to prevention practices, social work, human services, public policy administration, or education. A Master’s degree in social work or a closely related human services field may substitute for up to two (2) years of professional work experience.

Special Requirements

Must have a valid driver’s license, or access to reliable personal transportation, or equivalent. Must be available to work occasionally on evenings or weekends.

  • Provide services in both English and the required foreign language (e.g., Spanish, Arabic, Hmong, etc.).

Physical And Environmental Work Requirements

Typical office environment. Extensive computer terminal use, reading and writing. Ability to operate a personal computer with or without assistance. Ability to travel from office to other locations. Ability to see and hear within normal ranges with or without adaptive devices.

Knowledge and skills in personnel and project management. Knowledge of state program standards and relevant administrative codes. Knowledge and ability to manage budgets and monitor expenses. Effective oral and written communication skills. Ability to work effectively with multiple disciplines and across systems. Ability to manage multiple assignments and complex projects meeting deadlines. Ability to think analytically and to creatively problem solve. Ability to build relationships and work cooperatively with community professionals and systems. Skills in time management, organization and project planning. Subject matter expertise in community, prevention and/or out of home care practice.

Bilingual Pay: Employees who work in bilingual designated positions receive an additional $2.00 per hour.

Undesirable Hours Premium Pay: Employees may receive undesirable hours pay of $2.00 for anytime worked between 6:00 p.m. and 6:00 a.m and for anytime on Saturday and/or Sunday. (not applicable with all employee groups).

Paid Parental Leave: Dane County also provides 12 weeks of paid parental leave for birth or adoption of a child.

Caregiver Leave: Dane County offers 80 hours of paid leave to care for an ill family member.

Telecommuting: Telecommuting allows employees to work remotely for all or part of their workweek. Dane County considers telecommuting to be a viable, flexible option when both the employee and the job are suited to such an arrangement. Dane County will permit telecommuting when it benefits the productivity of the employee and their department and if determined by employee's department that telecommuting is not detrimental to either the County or the employee.

Student Loan Forgiveness: If you are employed by a government or not-for-profit organization, you may be able to receive loan forgiveness under the Public Service Loan Forgiveness (PSLF) Program.

WI Retirement System: Employees hired after 7-1-11 must be expected to work a minimum of 1200 hours annually to be enrolled in the Wisconsin Retirement System when hired.
