DEFINITION
Under general supervision, responsible for performing a full range of direct customer services and security functions in the Airport ID Badge Office.
EXAMPLES OF DUTIES
Performs badge and ID customer services and security functions: reviews badge applications. Issues/renews badges. Conducts and monitors training of applicants. Files and maintains application and identification records of sensitive personal identification information including reviews of Federal Bureau of Investigation (FBI), Criminal History Records Checks (CHRC) and Transportation Security Administration (TSA) Security Threat Assessments (STA). Responds to routine requests by telephone, email, and in-person, for information concerning the ID badging process, security requirements, background investigations, and training requirements. May occasionally have to notify ID badge applicant/holder of disqualifying information, such as failing to pass training or a background investigation. Directs non-routine questions to supervisor or qualified airport personnel, as appropriate. Contributes to the overall security, and impacts the image, of the Airport as well as the safety and security of passengers, other airport users and airport-based employees. Work is reviewed in terms of quantity, quality, timeliness, customer services, teamwork, adherence to guidelines, and other factors.
Education, Training and Experience:
Any combination of education, training and/or experience equivalent to a High School Diploma/GED and a minimum of one (1) year of responsible experience (post high school) that includes substantive work in a range of the duties in badge and ID customer service for security purposes.
Special Requirements:
Must have, or be able to obtain a valid Wisconsin Driver’s License, and/or have access to reliable personal transportation. Must be able to pass an FBI Criminal History Records Check (CHRC), Security Threat Assessment (STA). Must be able to obtain and maintain position applicable airport badge, i.e., Secure Identification Display Area (SIDA), Non-Movement Area Drivers Training (NMADT), Trusted Agent Training (TAT). Also refer to the “Physical and Environmental Work Requirements” section below.
Background Check Statement: Some positions may require a criminal background check which can include fingerprinting due to the nature of the job's responsibilities. Wisconsin's Fair Employment Law, s. 111.31 – 111.395, Wis. Stats., prohibits discrimination because of an arrest or conviction record. However, Dane County may disqualify an applicant if the position's responsibilities are substantially related to the applicant's criminal history (e.g., the nature of the crime and its relationship to the position, whether hiring, transferring or promoting an applicant would pose an unreasonable risk to the business, its employees, customers and vendors, etc.) Management reserves the right to make employment contingent upon successful completion of the background check.
For Bilingual Positions:
- Provide services in both English and the required foreign language (e.g., Spanish, Arabic, Hmong, etc.).
- Applicants being considered for bilingual positions will be tested during the recruitment process prior to employment. This will primarily consist of passing an oral language proficiency assessment from English to foreign language and foreign language to English, but may require additional language testing, such as written translation, if it is an essential function of the job.
*If applicable, individuals may confirm with the Employee Relations Division whether results of bilingual language certifications/ examinations they currently hold qualify them for the position’s bilingual designation.
Physical and Environmental Work Requirements:
Office setting in the airport terminal building. Work involves walking, sitting, standing, bending, stooping, twisting, turning, lifting, carrying, pushing, pulling, grasping, and reaching within normal ranges. Ability to lift and move a variety of work-related materials weighing up to 25 pounds. Prolonged computer and phone use. Manual dexterity using fine and gross motor skills is necessary. Ability to speak and be heard by others. Ability to see and hear within normal ranges with or without corrective devices
Knowledge of, and skill in using, established and standardized methods, processes, procedures and practices to review completeness, consistency and authenticity of printed (alphabetical and numerical), photographic/visual and signature information on various documents to identify discrepancies and determine if information content and authenticity meet guidelines, to maintain files and databases and to perform related substantive and procedural clerical functions. Demonstrated ability to rapidly acquire knowledge of, and then adhere to and skillfully use, airport specific processes, procedures, practices, systems and other standards and guides, such as knowledge of airport and/or air carrier security programs, with careful adherence to requirements for control of sensitive documents and sensitive information. Skill in the ID badge application and production/recovery process. Ability to use a computer and modern office suite software to communicate (email), plan, schedule, word process and manipulate data (spreadsheets and databases) including specialized systems/software for badging and fingerprinting and for generating reports. Ability to plan one’s own work consistent with assignments, priorities and other guides. Ability to possess reasoning in problem solving, communicating orally and in writing. Work effectively with business contacts, and as a team member while providing effective customer service.
