The Dane County Department of Human Services, Children, Youth and Families Division, has a full-time (1.0 FTE) vacancy for a Child Protection Services Ongoing Social Work Supervisor position. This position will be located at 2306 South Park Street, Madison WI.

The Eligibility List created will be used to fill future vacancies over the next six (6) months. All are encouraged to apply.

DEFINITION

Under the general supervision of a Human Services Manager, the Social Work Supervisor is responsible for the administrative direction and professional development of assigned social services staff. Ensures continuity and effectiveness of agency services in conformity with federal, state and agency laws, rules and regulations. Supervises social workers and other staff and helps them develop the skills, attitudes and knowledge necessary to perform their jobs. Maintains professional standards of social work practice and performs related work as assigned.

EXAMPLES OF DUTIES

Supervises assigned agency staff providing services to children, youth and families. Evaluates staff performance. Recommends action on hiring, probationary periods, discipline, adjustment of grievances and staffing levels. Helps staff increase their knowledge, skills and effectiveness. Handles requests and inquiries. Ensures unit caseload coverage; reviews cases to evaluate need for agency services; assigns cases; provides consultation and direction in case study, assessment and planning for treatment and other services. Participates in and may coordinate case conferences involving other supervisors and staff. Participates in continuing, appropriate professional development. Interprets programs and policies to the community. Promotes interagency cooperation. Represents the agency in meetings or on committees related to agency programs. Receives, analyzes, and documents reports of alleged maltreatment from the community. Identifies families/situations to which the CPS system must respond; determines the urgency of response times; documents and screens all service reports received.

DUTIES SPECIFIC TO CYF, CPS, YJ SUPERVISORY ROLES:

ACCESS, INTIAL ASSESSMENT, ONGOING CHILD PROTECTIVE SERVICES SUPERVISOR: Promotes family centered and strength-based approaches in working with CPS families. Provides direct supervision to Child Protective Services (CPS) social workers and other CPS staff to ensure work is in compliance with federal, state and local laws, policies and procedures. Provides direct supervision and directs social workers receiving access reports, conducting CPS investigations, ongoing case management and family assessments; and co-supervises administrative support staff. Collaborates with other supervisors in CPS, the Children, Youth & Families (CYF) division, and the department to ensure a holistic response to the child welfare and human service needs of children and families.

Assigns and monitors caseloads through the use of various computer applications; monitors case activity, files and outcomes. In collaboration with social workers, works to ensure the safety and well-being of children, and to reduce risk of child abuse and neglect. Guides CPS staff in the filing of court petitions and through the court process. Reviews/approves requests for expenditures from various funding sources. Develops and maintains working relationships with community resources for collaboration and the efficient and effective coordination of services.

TARGETED SAFETY SUPPORT FUNDING (TSSF) CHILD PROTECTIVE SERVICES (CPS) SUPERVISOR: Assists with team development of in-home safety plans with Initial assessment CPS and Ongoing CPS for incoming TSSF cases. Provides individualized case consultation to ensure cases are compliant with their in-home plan. Discusses specific case activities, issues and case management expectations with social workers to ensure all requirements on the in-home plan are met. Reviews and assigns cases based on significant case issues, individual worker expertise and experience, and caseload size. Conducts Safety Staffing’s on potential TSSF qualifying cases. Develops and maintains working relationships with community resources for collaboration and the efficient and effective coordination of services. Collaborates with other supervisors in CPS, the Children, Youth & Families (CYF) division, and the department to ensure a holistic response to the child welfare and human service needs of children and families

YOUTH JUSTICE (YJ) SUPERVISOR: Provides direct supervision to Youth Justice (YJ) social workers and other YJ staff to ensure work is in compliance with federal, state and local laws, policies and procedures. Provides direct supervision of YJ social workers who are providing case management services for youth involved in the juvenile system and monitoring completion of dispositional orders.

Supervises social workers who receive referrals as a diversion to formal court involvement. Develops and maintain relationship with court and legal system and other community agencies and co-supervises administrative support staff. Collaborates with other supervisors in YJ, the CYF division, and the department to ensure a holistic response to the child welfare and human service needs of

children and families. Assigns and monitors caseloads through the use of various computer applications. Monitors case activity, files and outcomes. Develops and maintains working relationships with community resources for collaboration and the efficient and effective coordination of services.

EMPLOYMENT STANDARDS

Education, Training and Experience:

Bachelor's degree in Social Work or a related field five (5) years’ professional social work experience which includes two (2) years of direct service in the areas of child protection, delinquency, or youth mental health services. A Master's degree in Social Work or a related field three (3) years’ professional social work experience which includes two (2) years of direct service in the areas of child protection, delinquency, or youth mental health services. Supervisory or lead worker experience is preferred but not required.

Certifications and Licenses:

Social Work Certification from the WI Department of Safety and Professional Services (DSPS) is required.

Special Requirements:

Possession of a valid driver's license (or eligibility to obtain one), and access to reliable personal motor vehicle transportation is required. Must be available for rotating on-call evening, weekend and holiday assignments to serve as a resource for social work staff. Also refer to the “Physical and Environmental Work Requirements” section below.

Wisconsin’s Fair Employment Law, s. 111.31 – 111.395, Wis. Stats., prohibits discrimination because of an arrest or conviction record. For Bilingual Positions:

1) Provide services in both English and the required foreign language (e.g., Spanish, Arabic, Hmong, etc.).

2) Applicants being considered for bilingual positions will be tested during the recruitment process prior to employment. This will primarily consist of passing an oral language proficiency assessment from English to foreign language and foreign language to English, but may require additional language testing, such as written translation, if it is an essential function of the job.

* If applicable, individuals may confirm with the Employee Relations Division whether results of bilingual language certifications/ examinations they currently hold qualify them for the position’s bilingual designation.

Physical and Environmental Work Requirements:

Manual dexterity using fine and gross motor skills. Ability to see and hear within normal ranges with or without corrective devices. Prolonged computer and phone use. Extensive reading.

Knowledge, Skills and Abilities:

Extensive knowledge of social work principles and practices including assessment, case planning and case management. Knowledge of community resources relevant to children, youth and families. Skill in providing effective case consultation. Ability to understand and apply relevant statutes including WI statutes 48, 938 and 51. Ability to direct and supervise the work of others. Ability to work effectively with persons from a variety of socioeconomic, ethnic, or racial groups. Ability to lead and motivate others. Ability to maintain perspective and balance in the face of competing priorities. Ability to communicate effectively both orally and in writing. Ability to supervise staff of varying skills, abilities and experiences. Excellent organizational skills. Proficiency in use of Microsoft Office Suite applications (Word, Excel, Access, PowerPoint, Outlook, etc.)

Pay: $45.01 - $59.86 per hour
