Position Guide and Job Description
School Based ACCESS Program (SBAP) Coordinator - 4 Hours Daily
Hours at the discretion of Director of Special Education
Requirements for the Position
1. Secondary school diploma with emphasis in business education or additional post secondary training.
2. Experience in organizational skills.
3. Knowledge of and / or experience with keyboarding and computers.
4. Effective verbal and written communication skills.
5. Effective business skills in a technological environment.
6. The individual's credentials are in compliance with all federal and state laws and regulations governing individuals functioning in the capacity of this position.
Major Responsibilities
1. Ensure that certain costs provided to Medicaid eligible students with related services in educational settings are recovered.
2. Coordinate all aspects of the SBAP Program.
3. Submit all ACCESS paperwork in a timely fashion.
4. Act as a liaison between the schools, related service provider vendors, and Sivic Solutions.
5. Assist with child accounting state and federal reporting.
6. Compile and verify monthly District wide Board Enrollment Report numbers.
Duties and Responsibilities
1. Coordinate all aspects of the Special Education SBAP :
a. Continually monitor and verify special education students' eligibility for Medical Assistance in the PROMISE system.
b. Confirm students related services received.
c. Verify students Parental Consent received prior to billing.
d. Monitor monthly related service logs received in a timely manner for submission, for reimbursement of funds.
e. Submit scanned copies of IEPs and parental consent form via email to CCIU for Medical Authorization signatures.
f. Obtain monthly attendance logs from buildings.
g. Coordinate training of new staff and related service providers on ACCESS logging guidelines and processes.
h. Enter related services dates and Medical Authorization signature date in MaxCapture for billing reimbursement.
i. Retain a copy of an updated special education department staff roster, and certify quarterly in MaxCapture system.
j. Monitor monthly reports from Sivic Solutions.
k. Maintain student ACCESS files ensuring compliance, and store for six years for audit purposes.
l. Coordinate and maintain records on CPR and First Aid Certification for one on one Paraprofessionals.
m. Monitor current Licensure / Certification for all related service providers. n. Provide instructions on completing the Medical Assistance application to families upon request.
n. Coordinate transportation logging information for the transportation department.
o. Enter transportation logs information into MaxCapture in a timely manner p. Follow up on delinquent related service logs.
p. Monitor mandatory monthly precluded provider verifications monthly from CCIU.
q. Compile and enter all quarterly and annual special education costs for certification of data within established timelines.
r. Manage ACCESS databases; and MaxCapture.
s. Serve as primary contact for ACCESS billing with the Chester County Intermediate Unit.
t. Continually update student information system data with current enrollment, and withdraw dates, curriculum, programs, etc., for District wide outplaced students for accurate child accounting submissions.
u. Submit monthly charter school invoices to Child Accountant to verify outplaced students attendance dates District wide, including Hospitalizations, Cyber / Charter, Parochial, BOL, Foster, and Alternative Educational placements, and related service provider vendors.
v. Adding students current grade level to invoices, including contracted service provider invoices (BCIU, Austills, BCTC, for Business Office purposes)
