What are the responsibilities and job description for the Senior Administrative Officer position at Dare County?
Performs advanced administrative work coordinating and supervising administrative functions within the department, and related work as apparent or assigned. Serves on Leadership team developing and reviewing policies. Work is performed under the limited supervision of the Health & Human Services Director. Continuous supervision is exercised over all assigned personnel within the team.
Job Duties:
- Supervises board management and relations, and personnel administration, monitoring workloads and adjusting staff responsibility as necessary.
- Serves as Deputy Registrar of Vital Records. Processes birth and notification of death certificates. Files weekly reports to the State for births and deaths.
- Serves as department human resources liaison.
- Reviews, screens and qualifies all applications for department positions.
- Participates in all planning and initiatives focusing on departmental approach.
- Serves as Clerk to the Board of Health and Human Services; prepares agendas and agenda packets, types minutes, etc.
- Completes reports; prepares, distributes and maintains all contracts.
- Performs administrative duties for the department Directors.
- Assists Health Director in the dangerous dog process.
- Serves as HIPAA Compliance Officer
- Services as Contract Specialist.
- Performs other assigned duties.
Position Qualifications:
- Thorough knowledge of the functions and organization of the Health and Human Services Department.
- General knowledge of the budgetary process.
- Thorough knowledge of standard office procedures, practices, and equipment.
- Ability to communicate ideas effectively, both orally and in writing.
- Ability to research and prepare reports; ability to establish and maintain effective working relationships with Board members, supervisors, associates and the general public.
Education, Experience and Supplemental Information:
- High school diploma or equivalent.
- Considerable experience in a related field or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
- Valid driver's license.
