Primary Duties & Responsibilities
- Allocate resources (staffing, facilities, and budgets) across the contract
- Review and approve all financial reports, including earned value, Estimate to Complete (ETC), Funds and Man-Hour Expenditure Reports, or others as appropriate
- Review and manage management reserves within contractual limits
- Ensure cross-discipline integration to meet government requirements effectively
- Collaborate with higher-level program managers (if applicable) to ensure efficient management of contractor efforts
- Review and propose the Integrated Program Baseline (or resource-loaded schedule) to the Government
- Monitor and mitigate risks, and allocate appropriate budgets for risk mitigation activities
- Prepare and present program status reviews and formal updates to the Government Program Manager
- Oversee the recruitment and training of program staff, both direct and indirect
- Review all financial and technical reports prior to submission to the Government
- Communicate issues and solutions to the Government Program Manager in a transparent and timely manner
- Ensure compliance with all regulatory and administrative requirements in coordination with the Contracts staff
- Experience:
- Five (5) years of experience as a program or project manager managing programs and contracts of similar scope, type, and complexity
- At least one (1) year of experience in conducting requirements analysis, resource allocation, project costing, deliverable tracking, schedule monitoring, financial data reporting, and risk management
- Knowledge & Expertise:
- Familiarity with the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), DoD 5000 series, and Intelligence Community Directive (ICD) 801 policies
- Certifications:
- Project Management Professional (PMP) Certification or
- FAC-P/PM Entry Level Certification, or
- Defense Acquisition Workforce Improvement Act (DAWIA) Level 1 Certification in Program Management
