POSITION SUMMARY : The Des Moines Area Regional Transit Authority (DART) is seeking a Safety Manager. The Safety Manager is responsible for the overall safety of the DART operation. This includes management and implementation of DARTs safety programs, including the oversight of accident prevention and investigation. This position serves as DARTs designated Safety Management System Executive.

PAY : $75,000-$85,000 (depending on experience)
POSITION RESPONSIBILITIES INCLUDE, BUT ARE NOT LIMITED TO :
- Plans, organizes, manages, and directs the operations, staff, and activities of the Safety unit including oversight of DARTs safety programs and strategies designed to mitigate risk
- Analyze trends in workplace injuries to inform the development of training to ensure health and safety of employees
- Participate in quarterly and annual claim review with third-party workmans compensation vendor
- Functions as DART emergency preparedness coordinator. Ensures staff training on emergency procedures and conducts and performs drills to ensure and validate emergency response.
- Oversees the implementation and coordination of various safety management programs including, training, environmental compliance, emergency preparedness, and emergency and business recovery programs.
- Develops and directs the administration and continuous maintenance of a diverse range of policies, procedures, and workforce safety programs and plans including the Safety Management System (SMS), the Public Transportation Agency Safety Plan (PTSAP), and the Bus Systems Safety program.
- Oversees and leads staff in conducting audits and analysis of hazards, workplace injuries, accident investigations, trend analysis, development of corrective action plans (CAPs), and regular safety awareness campaigns.
- Ensures all DART staff are trained on their safety-related responsibilities.
- Identifies data trends and opportunities for the development of safety training programs; recommends the management, risk mitigation measures, and strategies to further loss prevention efforts.
- Manages employees within the Safety unit; develops, mentors and guides staff in achieving goals and objectives; coaches and develops employees; evaluates performance and work; Develops, administers, and controls the unit's budget;
- Continuously monitors and evaluates the efficiency and effectiveness of safety programs and procedures; assesses and monitors the distribution of work, support systems, and internal reporting; identifies opportunities for improvement; directs the implementation of change.
- Stays abreast of changing state and federal laws, regulations and procedures on safety, security and risk management; best practices and regulatory compliance requirements; communicates business implications, and impact to all key stakeholders including the DART Commission, executive management, other DART staff, and various public and private entities.
- Monitors field operations to assure compliance with performance standards and safety regulations. Prepares and maintains legible and concise activity logs, accident reports and other documents relevant to transit operations.
- Provides on-site investigation of accidents and interviews operators, witnesses, maintenance personnel and safety officials to determine cause and recommends appropriate remedial actions to prevent future accidents. May provide recommendations for corrective and / or disciplinary action in response to safety violations.
- Convenes Accident Review Committee to evaluate accident preventability and monitors trends and then modifies training appropriately. Assures that appropriate corrective actions are consistently administered.
- Works closely with the other DART Managers to ensure that driver supervision is carried out equitably and consistently ensuring staff and passenger safety is maximized.
- Oversees and investigate DART claims as well as work with DART legal counsel and insurance companies for resolution of the claims.
- Move to recommended training / certification requirements Serves as DARTs liaison to the area county Emergency Management Agencies and local law enforcement and emergency responder services, coordinates and consults with department heads to achieve optimal efficiency and effectiveness in safety, security and emergency management programs and initiatives. Including DART access to and use of the Alert Iowa system for internal notifications.
- Is DARTs point of contact for all external requests for video from buses and facilities.
- Is DARTs primary custodian of bus and facilities camera surveillance systems and radio communications system. Works with the IT, Maintenance, and Facilities departments to ensure system functionality. Ensures DARTs use of the radio system complies with the State of Iowa user requirements.
