Overview

The Senior Research Administrator within Pre-Award Administration independently manages all phases of research administration playing a crucial role in the management of institutional and external research funds, and the development and submission of funding proposals. Provides technical assistance and guidance in the preparation, submission, processing, and management of research grant and

contract proposals. Reviews, negotiates, and accepts awards and agreements on behalf of researchers and the institution. Ensures that the administration of sponsored programs is compliant with sponsor terms/conditions, institutional policies and procedures, and government rules and regulations. Acts as a liaison between the Principal Investigator, our Sponsored Projects Administration (SPA) and Research Finance offices, and various other Dartmouth-Hitchcock Clinic departments to appropriately manage an award through its various life cycles. As a senior, this individual will provide mentoring and training of junior Research Administrators in all areas to ensure accuracy and consistency across the department.


Responsibilities
    • Supports department Principal Investigator with the development and submittal of grant and contract proposals, just-in-time materials, progress report materials, prior approval requests, no cost extensions and non-financial close-out materials to maintain accuracy completeness and compliance with applicable policies, procedures and regulations.
    • Facilitates compliance with necessary collaborating offices (such SPA, Clinical Trial Office, Research Finance and Post-Award) throughout the lifecycle of the sponsored project.
    • Provides mentoring and training to junior staff on operational, service and compliance aspects of administering sponsored awards.
    • Develops forward-thinking forecasts based on historical spending trends, future planned spending, and overall portfolio.
    • Knowledgeable on Uniform Guidance (2 CFR 200)
    • Stays current with all new and existing policies (internal, sponsor, and auditing body), procedures, and sponsor guidelines. With strong ability to interpret to others (junior staff, PIs, research community) and apply to day-to-day grants management.
    • Assists Director and Manager with creation of policies, procedures, and training materials to reinforce institutional standards for administering sponsored awards.
    • Acts as a liaison between the Principal Investigator, our Sponsored Projects Administration (SPA) and Research Finance offices, and various other Dartmouth-Hitchcock Clinic departments to appropriately manage an award through its various life cycles.
    • Takes appropriate initiatives to ensure that funding levels necessary to sustain research activities are maintained.
    • Develops, justifies, and administers operating and project budgets, which may include budgets for large scale, multi-center, national and international, multi-million-dollar research projects.
    • Analyzes on-going and planned research activities, available funding, anticipated fluctuations in funding, staffing, etc. and projects near and long-term financial needs. Collaborates with the leadership and principal investigators in developing strategic plans (and contingency plans) to meet identified needs.
    • Supports the formulation of budgets and negotiates sponsorship terminology with outside agencies.
    • Analyzes and reports on the financial impact of implementing proposed new research projects.
    • Coordinates the work of administrative and research staff to meet anticipated project activities as well as grant application volume and deadlines.
    • Identifies grant funding opportunities and disseminates information in a targeted fashion.
    • Advises on the framing of grant proposals so as to be responsive to sponsoring agency interests and assists investigators with grant preparation, approvals, submission and grant management.
    • Establishes budgets for subcontracts; reviews subcontractor submissions to ensure costs are realistic; directs changes where required.
    • Interprets sponsor policies to staff on issues such as allowable costs, charging mechanisms, capital equipment purchases, and use of consultants.
    • Provides principal investigators with budget status reports summarizing expenditures and projected expenditures to end of budget period; advises on potential budgetary problems.
    • Advises on the allocation/reallocation of funding.
    • Prepares rebudgets as required throughout the award lifecycle.
    • Prepares and submits annual subaward materials and budgets
    • Prepares formal no cost extensions
    • Prepares formal carryforward requests
    • Collaborates with Office of Research Operations (ORO) and leadership to ensure compliance with applicable fiscal policies and assists staff with electronic proposal submissions and other electronic research-related processes.
    • Assists principal investigators and research staff in preparing proposals to funding sources including development of complex budgets for large proposal submission (i.e., program projects, large multi-center clinical trials) and ensuring completion of all sponsor administrative requirements.
    • Translates research plans into scope of work; identifies areas (e.g., laboratory costs, manpower, equipment, supplies, communications, transportation, administrative etc.) in which costs will be incurred, develops estimates of such costs, and budgets accordingly.
    • Serves as a resource to staff and PI’s on regulatory, compliance, and sponsor requirements. Organizes training as needed in areas related to compliance and disseminate pertinent regulatory changes. Leads process improvement and training initiatives related to pre-award and post-award activities.
    • Develops responses to issues associated with administration of research activities.
    • Supports application development for submission to federal and state agencies and private foundations.
    • Performs other duties as required or assigned.

     


Qualifications
  • Bachelor’s degree in accounting, business administration or finance with 5 years of relevant experience, or the equivalent in education and experience, required
  • Master’s degree preferred.
  • Prior experience with research/grant administration required.
  • Supervisory experience preferred.
  • Excellent accounting, management, organizational, and interpersonal skills.
  • Ability to develop, execute, and manage complex budgets.
  • Ability to work effectively, independently and as a member of a team.
  • Ability to exercise judgment, initiative and discretion and to interact with staff and outside agencies in a professional manner.
  • Ability to plan work, set priorities, and respond to pressures, deadlines, and changes in schedules and priorities.
  • Proficiency in data base management, spreadsheets, and other computer software.
