Job Title: Human Resources Manager


Job Location: 12301 Kurland Drive, Houston, TX 77034.


Primary Function:

The HR Manager will be responsible for day-to-day HR functions including, but not limited to, managing HR staff, benefits administration, employee relations, AIS/HRIS database management, and regulatory compliance. The HR Manager will act as a consultant and service provider on training and development, compensation, and other HR functions.


Duties & Responsibilities

Employee may be called upon to perform any or all of the following functions:


Benefits:

  • Communicate benefits programs to employees and facilitate open enrollment meetings.
  • Manage the enrollment and termination of coverages as required.
  • Assist employees with benefits-related inquiries and act as a liaison between employees, Quanta Services, and various benefit providers.
  • Ensure accurate administration of employee benefits and related payroll data through the PeopleIQ system.


Administrative

  • Update the Accounting Information System (AIS) and/or HRIS database promptly for changes in pay rates, craft codes, vacation/sick time, voluntary and statutory deductions, resident state, and other relevant data.
  • Oversee the organization and maintenance of employee records, including new hires, terminations, employee changes, performance appraisals, time-off, and other personnel-related documentation.


Compliance & Advisory

  • Oversee and ensure the company’s compliance with federal, state, and local labor regulations, as well as SOX requirements and Quanta Services-specific guidelines.
  • Provide support during periodic audits of internal controls.
  • Maintain and periodically review AIS user credentials to ensure proper access control.
  • Conduct research and provide management with insights on the risks and opportunities associated with employment-related business decisions.
  • Collaborate with procurement and operations teams to ensure subcontractors, particularly in CA, are compliant with local regulations and contract flow-through provisions.


Compensation & Performance

  • Research and provide benchmark salaries and analyze market data to improve retention and maintain competitive advantage.
  • Guide managers in compensation decisions.
  • Support management in the development and upkeep of job titles and descriptions to ensure accurate classification for FLSA status and alignment with the internal organizational structure.
  • Prepare and maintain compensation history utilized in salary reviews and annual total compensation handouts.
  • Generate periodic salary adjustment, annual reward, and total compensation handouts.


Employee Relations

  • Conduct new employee orientations and assemble all necessary employment documentation.
  • Support managers in coaching, counseling, corrective actions, conflict resolution, and organizational development initiatives.
  • Lead and manage internal investigations related to employee concerns, including harassment, discrimination, misconduct, and policy violations, ensuring thorough, impartial, and timely resolution in accordance with company policies and legal requirements.
  • Update and maintain personnel policies, manuals, and employee handbook as needed.
  • Provide and/or facilitate training as needed to all levels of employees.
  • Facilitate compliance with non-resident employment requirements.


Terminations

  • Manage and oversee the voluntary and involuntary termination processes in collaboration with relevant managers and company leadership, as needed.
  • Conduct exit interviews and communicate findings to appropriate management.
  • Manage and respond to unemployment claims, ensuring proper defense and compliance.


Minimum Qualifications / Experience

Bachelor’s Degree in Business Administration, Human Resources, or related field, is required. Professional in Human Resources (PHR) certification preferred. A minimum of 10 years’ human resources experience is desired; management experience preferred.


  • In-depth knowledge of benefits administration, regulations, and compliance standards.
  • Demonstrated ability to communicate clearly and concisely both verbally and in writing.
  • Excellent interpersonal skills with the ability to successfully interact with all levels of the organization.
  • Ability to work under pressure and able to successfully multi-task by recognizing priorities.
  • Mastery of common word processing, spreadsheet, e-mail software, HRIS and ATS systems.


Physical Requirements:

  • This position requires minimal physical effort.
  • Must be able to endure prolonged periods sitting at a desk and working on a computer for a minimum of 8 hours a day
  • While performing the duties of this job, the employee will primarily work indoors, with occasional outdoor exposure to year around weather conditions and noise.
  • Must be able and willing to travel overnight for trainings and/or meetings as required (10%)
  • Working extended hours, including weekends, may be required periodically.
  • May occasionally lift up to 25 pounds at a time.
