The Enforcement Section is responsible for enforcing federal, state and local parking laws, regulations / ordinances, traffic control and other related functions for the SFMTA.Examples of Important and Essential Duties : According to Civil Service Commission Rule 409, the duties specified below are representative of the range of duties assigned to this job code and are not intended to be an inclusive list : Managing, planning, organizing, directing and overseeing programsFormulating and implementing policiesManaging a fleet of vehicles for the SectionManaging the maintenance and operations of all enforcement facilitiesApproving and monitoring the procurement, storage, distribution, and maintenance of equipment and suppliesScheduling, coordinating and assigning staff to various work schedules, planned and unplanned eventsEstablishing, implementing and monitoring performance standardsDeveloping and conducting new and in-service training programs as requiredParticipating in the development of section budgetReviewing, investigating and responding to internal and external inquiries and complaintsEstablishing open lines of communication with the public, residential community, business community, public and private agenciesRepresenting the Agency in public meetingsCollaborating enforcement activities with other SFMTA divisions and other agenciesPerforming related duties as requiredNature of Work : Requires to be on-call. May require incumbents to be scheduled to work evenings, weekends, and holidays, as assigned. Schedules are determined by management, including mandatory overtime. May also be required to work both field and administrative assignments. Incumbents are required to utilize various computer programs and applications.How to qualify These minimum qualifications establish the education, training, experience, special skills and / or license(s) which are required for employment in the classification. Please note, additional qualifications (i.e., special conditions) may apply to a particular position and will be stated on the exam / job announcement.Experience : Five (5) years of full-time verifiable experience in vehicle parking code enforcement and traffic control field experience with a public agency which included extensive interaction with members of the public of which three (3) years must be at the supervisory level.Education : Two (2) years (60 semester units / 90 quarter units) of college-level coursework in business administration, public administration, criminal justice or a related field from an accredited college or university.Substitution : 1. Additional college-level coursework in business administration, public administration, criminal justice or a related field from an accredited college or university beyond the Minimum Qualifications as described in minimum qualification #2 may substitute for one year of the required three (3) years of supervisory experience. (30 semester units / 45 quarter units equal one (1) year of experience)2. Additional supervisory level experience beyond the Minimum Qualifications as described in minimum qualification #1 may be substituted for the educational requirement described in minimum qualification #2 on a year-for-year basis. (30 semester units / 45 quarter units equal one (1) year of experience)Training : Basic proficiency in computer applications; e.g. Microsoft Word, Excel and Outlook. (To be tested prior to appointment and / or tested during probationary period)License : Possession of a valid driver's license at the time of appointment.Desirable Qualifications : The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiringExperience managing, planning, organizing, directing, or overseeing programsExperience supervising first-level supervisorsExperience working with diverse groups including public agencies and the publicExperience in conflict resolutionGood oral and written communication skillsStrong organizational and time management skillsExperience working independently and / or with minimum supervisionHigh proficiency in Microsoft applications such as Word, Excel and OutlookVerification of Education and Experience : Applicants may be required to submit verification of qualifying education and experience at any point during the recruitment and selection process.Applicants must meet the minimum qualification requirement by the final filing date unless otherwise noted. Information submitted after the filing deadline will not be considered in determining whether you meet the minimum qualifications.Selection Process : After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following : Written Multiple-Choice Examination (Weight - 100%)Candidates deemed eligible and admitted to the examination process will be administered a written multiple-choice test designed to measure knowledge, skills and / or abilities in job-related areas which may include but not limited to : management / supervisory ability, planning / organizing ability, technical knowledge, knowledge of the principles of labor relations and personnel administration, human relations ability, and problem solving / decision making ability.This is a standardized examination and, therefore, test questions and test answers are not available for public inspection or review. For your reference, a Multiple-Choice Test Preparation Manual is available on the DHR Website.What else should I know? Eligibility List / Score Report : A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list / score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Director of Transportation or the Civil Service Commission.The duration of the eligible list resulting from this examination process will be 12 months and may be extended with the approval of the Director of Transportation.Terms of Announcement and Appeal Rights : Applicants must be guided solely by the provisions of this announcement, including requirements, time periods and other particulars, except when superseded by federal, state or local laws, rules or regulations.The terms of this announcement may be appealed under Civil Service Rule 411A.36.1. The standard for the review of such appeals is “abuse of discretion” or “no rational basis” for establishing the position description, the minimum qualifications and / or the certification rule. Appeals must include a written statement of the item(s) being contested and the specific reason(s) why the cited item(s) constitute(s) abuse of discretion by the Director of Transportation.
