Qualifications :
This position requires thorough business knowledge of the statutes, policies, procedures, and current automation systems related to North Carolina Child Welfare.
The employee should have NC Child Welfare experience and demonstrate considerable knowledge and skill in navigating and evaluating system functionality based on strong program knowledge and expertise.
This experience provides the basis to step into a role that requires the ability to transfer knowledge and other important or relevant information including problem solving to stakeholders, end users, and project team members, as well as interpret clients' business needs and to translate them into application and operational requirements.
The employee must have general knowledge of statistical procedures, accounting procedures and reporting.
The employee must be familiar with the design, implementation, and management of data collection, analysis, and reporting systems for the assigned programs.
The employee must be a team player, work well on their own initiative with minimal supervision and have excellent communication skills to interact with developers, systems professionals, computer operations staff, policy decision-makers, non-technical clients, and end users to solve technical problems that impede or delay the processing of data, as well as understanding business requirements and translating them into specific software requirements.
The employee may on occasion also train, direct, and coordinate the work of other staff members.
The ability to establish and maintain effective working relationships, communicate effectively, and share knowledge and experience to reach common goals is a critical aspect of working as part of a large project team.
