Position Description:
We are seeking a full-time Construction Quality Management/Quality Assurance (CQM/QA) Manager to join our dynamic and growing Construction Managment services team. The Construction Manager (CM) functions include participating in design management with the Contracting Officer Representative (COR) and General Contractor; monitoring various on-going construction activities and schedule for conformance with contract requirements; overseeing civil, structural, mechanical, electrical, or architectural aspects of construction; supporting processing of easements, pertinent deeds, local code requirements, and restrictions; and supporting coordination of various phases of construction at federal government facilities.
Currently, Davenergy is looking for experienced CMs to provide construction quality management/construction quality assurance for repair, renovation, and modernization for various projects located at Ft. Liberty, Fayetteville, NC. This is a multi-year project for an upgrade throughout onsite central utility plant, medical facilities, and water treatment infrastructure.
Requirements:Job Specific Requirements:
- Provide accurate and up-to-date daily QA reports via Resident Management System (RMS).
- Review red-line drawings weekly with construction contractor for accuracy and completeness.
- Ensure construction is in accordance with EM 385-1-1 requirements.
- Daily oversight of construction process.
- Attend preparatory meetings as required by the construction contractor.
- Monthly review of construction percentage complete on all activities for contractor pay request; ensure percentages are correct and coordinate percentages with COR.
- Ensure/participate in all requirements of Three-Phase inspection process.
- Provide input to COR for interim and final CPARS evaluations.
- Review submittals and provide recommendations to the COR concerning adaptability. Review and provide written comments to the COR on selected contractor submittals pursuant to special clauses of the contract.
- Review construction contractor questions and Requests for Information (RFI)/Requests for Clarification (RFC) and recommend responses and solutions to the COR.
- Review construction contractor's schedules and report findings to the COR.
- Review construction contractor's deficiencies in performance and other factors impacting, or with the potential to impact, timely execution of the project, and provide written comments and proposed correspondence to the COR regarding responsibility and corrective actions to be taken by contractor, Government, designer, etc.
- Review project issues, requests for equitable adjustment and claims to determine contract basis and entitlement; make appropriate recommendations with supporting documentation to COR.
- Compute time extensions and suggest extensions to the contract time to the COR.
- Assist the COR in preparing documents during the sequence of events required for processing a change order/modification and claims from initial action to final negotiations and payment; provide the COR review and analysis of change requests.
- Make technical interpretations of drawings and specifications and provide determinations on whether methods and materials employed meet the requirements of contract specifications, and make appropriate recommendations to the COR.
- Review project plans and specifications to determine such things as practicability from construction standpoint, whether physical obstructions or other construction difficulties have been anticipated, and whether materials selected are readily available; provide written comments to the COR.
- Utilize the USACE RMS to prepare and submit reporting information.
- Review project plans and specifications during both design and construction phase; plans shall be reviewed for construction contract compliance, constructability, and technical correctness.
- Maintain records of all necessary construction documentation.
- Attend weekly progress meetings with architects, engineers, and prime construction contractors.
- Review submittals, shop drawings, and samples.
- Review and evaluate all change orders/modifications as recommended by the designer of record and recommend actions to be taken by the COR, Assistant Contracting Officer (ACO), or Facility Manager.
- Provide a signed weekly report of daily construction activities, details of personnel and tasks, and meetings.
Physical Requirements
Performance of the required duties will require physical ability to climb permanent and temporary stairs, passenger use of construction personnel hoist, ability to climb ladders and negotiate work areas under construction. While performing the duties of this position, the associate regularly works on-site at the construction work site where the associate is exposed to moving mechanical parts; high, precarious places; fumes or airborne particles; outside weather conditions and risk of electrical shock. Occasional lifting of equipment between 10-25 lbs. required.
Qualifications – Specific:
- The CQM/QA Representative shall have at least ten (10) years of relevant field experience working in building construction/renovation/modernization and shall prior experience utilizing and participating in the USACE Three-Phase Inspection Process and well as prior experience utilizing and following the USACE EM 385-1-1, Safety and Health Requirements Manual.

- Bachelor’s of Science in Construction Management, Engineering or Architecture preferred
