JOB TITLE: Director of Early Intervention/Early Childhood Special Education
Reports to: Director of Student Services

Job Purpose Statements: Responsible for the supervision, evaluation, and coordination of the Early Intervention/Early Childhood Special Education (EI/ECSE) Program for Region 6. Provide leadership in program design, implementation, and evaluation of the EI/ECSE programs. Identify, develop, implement and monitor progress on goals and objectives for EI/ECSE based on the ODE System Performance Review and Improvement System (SPR&I) and community need assessments and student outcome data. Provide technical assistance and support to Region 6 EI/ECSE Subcontractors. Coordinate cross sector work with partner agencies, advocacy groups and parents and families to improve services and outcomes for young children with disabilities. Prepare written reports, develop EI/ECSE policies and procedures, and adhere to all requirements under federal and state laws pertaining to special education. Supervise the EI/ECSE administrative team, in the planning and implementation of direct and indirect services to students enrolled in the EI/ECSE Program.
Essential Job Functions:
Budget and Financial Management
- Develop and submit budget information to the Director of Administrative Services based upon previously established guidelines and priorities.
- Review and approve budget reports for subcontractors and prepare reports with business services for submittal to ODE.
- Assist with the purchase and monitoring of instructional materials for the EI/ECSE program to ensure appropriateness and meet student needs.
Program Management and Implementation
- Participate in the System Performance Review and Improvement System by reviewing data across the subcontractors, designing and implementing program goals and objectives, and monitoring progress.
- Implement and monitor programs and services in subcontractor EI/ECSE programs in accordance with Oregon Department of Education Assurances and federal and state rules and regulations for special education.
- Coordinate services and develop new programs with partners, advocacy organizations, and parents to enhance services and improve outcomes for children and families.
- Administer the program in accordance with of rules, regulations, policies, and procedures within the policy structure of the District for the operation of the EI/ECSE Program.
Personnel Management and Evaluation
- Make recommendations to the Superintendent and/or Cabinet, regarding selection, assignment, and other personnel matters relating to staff.
- Evaluate personnel, including administrators, within the EI/ECSE program and develop and implement staff improvement plans as needed.
- Provide instructional supervision to staff in planning academic and behavioral programs for individual children.
- Observe instructional activities in classrooms and/or itinerant staff.
Collaboration and Communication
- Collaborate with other District departments to ensure the EI/ECSE program functions efficiently and effectively.
- Meet with school district personnel and related agency personnel as directed.
- Communicate effectively with school personnel, parents, other professionals, and advisory groups to serve referred and enrolled students and plan for services.
- Attend Special Education Advisory Committee meetings, the Local Interagency Coordinating Council, and Early Learning HUB meetings to gather input and disseminate information.
Technical Assistance and Support
- Provide technical assistance and support to district evaluation teams in processing referrals, eligibility, and follow-up activities concerning evaluation and services.
Leadership and Supervision
- Conduct staff meetings.
- Manage collective bargaining contracts within the section according to written administrative guidelines.
- Keep the Superintendent's Office up-to-date and informed on all decisions and actions affecting the EI/ECSE Programs.
- Perform related duties as assigned by the Superintendent to ensure effective program outcomes.
Professional Development
- Participate in ongoing professional growth activities to enhance knowledge and skills related to instructional service delivery models, accommodations for students with disabilities, and supervisory practices.
Policy Adherence
- Adhere to the policies of the District and procedures of the department and/or section.
Other Job Functions:
- Act as a resource person.
- Attend district staff and administrative meetings.
- Maintain records and write reports.
- Conduct parent conferences as needed.
Job Requirements-Qualifications:
- Experience Required: Experience in teaching Early Intervention/Early Childhood Special Education including consultation and lead teaching duties. Experience in developing, monitoring and revising budgets. Experience developing, implementing and monitoring school improvement plans.

- Ability to objectively evaluate and document student learning, staff performance, and the achievement of program objectives.
Physical and Emotional Stamina
- Have the emotional and physical stamina to perform duties as required by the designated task, except for temporary disability.
Communication Skills
- Effective and strong oral/written communication skills to work collaboratively with a variety of school and community personnel and parents of students with disabilities.
Technical and Computer Skills
- Knowledge of computer skills for word processing with the ability to write, analyze, and compile data for required reports.
- Knowledge, training or experience in computer-assisted instruction and instructional computer software.
Organization and Time Management
- Ability to organize and prioritize multiple projects or daily assignments and meet multiple timelines as requested by the ODE, Superintendent or advisory groups.
Flexibility and Adaptability
- Ability to be flexible and fluid with schedule or meeting changes.
Collaboration and Coordination
- Ability to coordinate and collaborate well with local education agencies and outside agencies.
Education/Licenses Required: Master’s Degree. Administrative license; valid driver's license and evidence of insurability; and Criminal Justice fingerprint clearance.
Multi-Cultural preferred. Bi-Lingual preferred.

Evaluation: Performance of this job will be evaluated annually in accordance with provisions of the Board's policy on evaluation of professional personnel.

Per district policy all offers of employment shall be contingent upon the successful passing of a district required drug test and criminal background check. David Douglas School District’s Human Resources will designate where and when the testing will be conducted. The offer of employment will be withdrawn from candidates who test positive for drugs.
Salary: Salary and benefits based on 2025-2026 Administrator agreement
Range $154,100 - $177,739; 260 day contract
