General Statement of Duties
Position will have responsibility to carry out comprehensive quality assurance monitoring through the development of standards, training and review processes to ensure that the agency is meeting federal, state and local programmatic requirements in Child Welfare and to some degree Adult Services. Performs responsible professional and technical work planning, managing, directing, coordinating and supervising the continuous quality improvement efforts of staff who work in Child Welfare Services and to a lesser extent Adult Services.
Distinguishing Features of the Class
An employee in this class is responsible for providing management, supervision and training of staff who deliver training, monitor quality improvement in Child Welfare Services and to a more limited extend in Adult Services. Work is performed under the regular supervision of the Agency Director.

- Supervises a team which develops and implements administrative programs to ensure agency compliance with federal, state and local requirements throughout the services area – both Child and Adult Social Work Services
- Organizes and directs training activities within state and federal guidelines, standards, and regulations based on feedback from supervisors, management, audit findings, state and staff identified need
- Reviews agency protocols and practices and updates or establishes, as needed, to ensure agency compliance with state, federal and local requirements
- Creates tools to measure and monitor quality assurance data and develops training and continuous quality improvement processes based on findings
- Conduct and perform detailed analysis of cases by compiling individual and unit data, developing agency wide reports, attending internal and external meetings and assisting in the implementation of standardized work methods
- Monitors the work of the team to ensure that audits, case reviews, and any training is conducted timely, is effective and implements changes when it is not
- Creates processes to evaluate knowledge/training effectiveness, pre and post training
- Establishes, implements and maintains structure for delivery of continuous improvement in service areas in consultation with agency leadership
- Plans, designs and monitors the unit work plan to ensure needs are being met and service delivery is effective and efficient
- Designs, implements, assigns and monitors work flow to assure equitable workload in accordance with knowledge and expertise of social work staff and to ensure workload is covered at all times and during staff vacancies
- Interacts with agency units and other agencies in the community to develop raining based on assessed need and requests, resources permitting
- Oversees the daily activities and work performance of staff.
- Recommends budget items to Director; recommends and monitors spending of agency funds; ensures proper coding of services provided; approves and monitors overtime
- Assigns CQI/QA staff to their workload
- Develops, tracks and reports information to agency management
- Reviews staff performance; reads and monitors case records for compliance with procedural and policy guidelines; ensures that case plans, administrative case reviews and juvenile court reviews are held in accordance with law and policy; ensures that the social work staff plans for children and case decisions are in accordance with solid social work practice and within the mission of the agency and ensures training supports this.
- Monitors reports and ensures the team performs a regular (monthly, quarterly) review of cases open beyond 6 months, cases open with no services provided, 210 cases open beyond 45 days and works with agency management to correct practices leading to any areas of concern
- Participates on hiring panel for adult service and child welfare positions
- Recommends applicants for hire to the SW Program Administrator, Deputy Director and Agency Director
- Provides orientation, initial and on-going training to staff through individual and group training
- Supervises new staff will in training
- Conducts performance appraisals of staff in training and submits to the appropriate supervisor(s) for review
- Provides counsel to staff regarding unacceptable levels of job performance.

- Recommends disciplinary action when needed to the appropriate supervisor(s) and in consultation develops corrective action plans.
- Recommends promotions, merit increases and salary adjustments to the Director
- Develops job descriptions and instructs in areas of personnel policy
- Adheres to county and department’s policies, rules and regulations
- Performs other duties as assigned
This position performs supervision to staff during On-Call for after-hours, weekends and holiday coverage for CPS and disaster related duties and shelter openings.

Knowledge, Skills and Abilities
- Thorough knowledge of methods and principles of social work administration and supervision
- Ability to assess and evaluate human problems and needs.
- Considerable knowledge of laws, regulations and policies governing child welfare services
- Considerable knowledge of community resources and agencies
- Considerable knowledge of social work principles and methods and their application to specific casework and community problems
- Ability to supervise and train social work staff in developing and using their skills
Physical Requirements
- The employee must be able to physically perform the basic life operational support functions of balancing, standing, walking, lifting, fingering, grasping, feeling, talking, hearing and repetitive motions.
- The employee performs light work exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.
- The employee is required to have close visual acuity to prepare and analyze data and figures, work on a computer terminal and perform extensive reading
- The employee is subject to environmental conditions as activities occur inside and outside.
- The employee is subject to extreme cold or heat: Temperatures below 32 degrees for periods of more than one hour or above 80 degrees, often outdoors or in locations without sufficient heating or cooling.

Education and Experience
- Master’s degree in social work from an appropriately accredited institution and two years of directly related experience; or a bachelor’s degree in social work from an appropriately accredited institution and three years of directly related experience; or a master’s degree in a human services field from an appropriately accredited institution and three years of directly related experience; or a bachelor’s degree in a human services field from an appropriately accredited institution and four years of directly related experience; or a bachelor’s degree from an appropriately accredited institution and five years of directly related experience; or an equivalent combination of education and experience. A combination of education and considerable experience as a Social Worker in Child Protective Services preferred.
