GENERAL STATEMENT OF JOB


Employees in this class perform responsible administrative duties in supporting an administrative official or serving as a program administrator. This class is distinguished from the Administrative Assistant I level in the size, scope and complexity of program coupled with the degree of responsibility for the program assigned. Employees are responsible for carrying out a variety of administrative functions. Functions may include independently organizing and implementing administrative support for a large or complex program area, serving as a staff assistant in gathering analyzing and reporting information for various administrative programs and projects or establishing new processes and policies as part of program growth and expansion. Employees are responsible for coordinating activities with students, school officials, employees, or general public. An expert understanding of the departmental rules, regulations, goals and services are required in performing a wide variety of administrative or financial tasks. Work requires employees to independently handle management of program activities including long-range planning activities. Work affects the quality of administrative support provided to the assigned area and other organizational segments which work must be integrated. Decisions affect timeliness and effectiveness of actions and reflect on the image of the entire organization. Work requires complex problem resolution regarding systems and unprecedented program situations. Guides may include a variety of written manuals and instructions; however, employee is accountable for the assigned program tasks on a daily and overall basis. Effective judgment is required in making decisions that impact internal and external organizational controls. Employees frequently are expected to have a high degree of resourcefulness and creativity in adapting guidelines and solutions for problems. This employee is responsible to a senior level leader or department head and is evaluated through observations, conferences, and the quality and effectiveness of work completed.


ESSENTAIL JOB FUNCTIONS


  • Performs a variety of complex administrative functions in monitoring program quality, assisting a manager, or representing a program entity.
  • Manages records and reports activities involving implementation of program objectives using existing procedures or devising new methods as necessary.
  • Composes and prepares reports, speeches, or other printed materials according to established standards or other sources.
  • Develops administers, and monitors budgets for program funds, contracts, grants and trust accounts.
  • Creates and interprets policies and procedures including new design of forms and processes.
  • Secures information via telephone or personal contact; selects appropriate materials to answer questions and handles inquiries independently for the organization.
  • Handles confidential or sensitive information in an appropriate manner.
  • Handles accounting and budgetary functions for the program or department including financial analysis, forecasting budgets and compiling fiscal reports; serves as contact with the appropriate financial staff.
  • Interprets a variety of rules, regulations, and information on the program and organization's activities.
  • Independently drafts and composes correspondence and responses under own signature.
  • Analyzes complex statistics in records and files; initiates appropriate follow-up or further action based on the status of program activities and goals.
  • Based on review of complex or far reaching goals and trends, identifies potential inconsistencies; determines the cause; resolves independently with staff and outside personnel.

MINIMUM TRAINING AND EXPERINCE


  • Graduation from a business administration program or two-year secretarial school and a minimum of 3-5 years of progressively responsible program or administrative management experience including strong public contact duties and related experience in assigned work; or any equivalent combination of education, experience and training.
  • In-depth knowledge of program to which assigned and related policies, procedures, and regulations.
  • Expert knowledge of arithmetic and its uses in general office work.
  • Ability to negotiate, speak publicly and communicate effectively in person and by telephone.
  • Ability to discern complex information on program, school or departmental programs based on inquiries.
  • Ability to learn systems and processes regarding infrastructures and organizational programs.
  • Ability to be tactful and courteous.
  • Ability to analyze and research information from a variety of sources.
  • Ability to teach staff and operate any office machines work processor, typewriter, calculator, or other equipment.
  • Ability to use a wide variety of word processing and other computer software programs to generate work for the program activities assigned.
  • Ability to use judgment in organizing and establishing policies and priorities of work assigned.
  • Ability to analyze information independently and document findings.
  • Ability to establish and maintain effective working relationships with supervisor, employees, and the general public.
  • Ability to plan, organize, monitor, evaluate, and delegate duties to others.


PHYSICAL REQUIREMENTS


Must be able to physically perform the basic life operational functions of fingering, grasping, talking, hearing, and repetitive motions. Must be able to perform sedentary work exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Must possess the visual acuity to prepare and analyze data and figures, operate a typewriter or computer terminal, and determine the accuracy, neatness, and thoroughness of the work assigned. Some positions may be required to take and transcribe dictation and minutes.
